Mr.Thomas Welter joined SFR in January 2005. He is in charge of SFR’s overall spectrum policy and manages a wide portfolio of spectrum assets including GSM, 3G, LTE and fixed links operations. Thomas Welter is working on spectrum liberalization, competition issues in spectrum management, spectrum auctions and spectrum property rights regimes. Thomas was involved in all major spectrum acquisitions for SFR since 2005 for a total amount of 1.55 billion â‚¬, using highly complex multi-criteria sealed bid auctions, as well as the French re-farming discussions GSM-3G at 900 MHz / GSM-LTE at 1800 MHz. Prior to this position at SFR, Thomas has worked for a satellite operator (SES-Astra in Luxembourg), and another mobile phone operator (Bouygues Telecom in France). Thomas is involved in the spectrum management activities of a number of industry organizations such as the GSM Association Europe, the UMTS-Forum and ECTA. Thomas holds diplomas in telecommunications engineering (1996) from the Karlsruhe Institute of Technology (KIT) in Germany with focus on digital communications and statistical signal processing, and an MSc Economics Research (2010) jointly organized by Ecole Polytechnique, Telecom ParisTech, Supelec, and the Universites Paris VI, X and XI in France, focusing on network regulation, competition policy, market design, political economy of institutions, industrial organization, economics of intellectual property, econometrics, and the digital economy. Thomas is fluent in French, English, German and Luxembourgish.
