Ms. Lai is the Head of Regulatory Division of the Office of the Communications Authority of Hong Kong and has over ten years of experience in telecommunications regulatory and licensing regimes. Currently, Ms. Lai is overseeing the regulatory and licensing regimes of all public telecommunications services in Hong Kong, including fixed and mobile, local and external as well as facilities-based and services-based markets. Ms. Lai has been working on a number of key regulatory issues. She has been in charge of a study reviewing the implications of next generation network on the telecommunications regulatory framework in Hong Kong. Ms. Lai recently led a review on interconnection which has resulted in the withdrawal of regulatory guidance on interconnection charges between fixed carriers in Hong Kong. She was also the Chairperson of the Asia Pacific Telecommunity (APT) International Mobile Roaming Working Group last year.
Ms. Lai graduated with a first class honours degree in Business Administration from the Chinese University of Hong Kong and holds a master degree in Management Studies from the University of Cambridge as well as a master degree in EC Competition Law from King’s College, University of London.
