Recommendation Z.601

This Recommendation was deleted because it was not related to the other Recommendation in the Middleware series, Z.600. The argument for declaring this Recommendation obsolete was that the content of the Recommendation is simply not useful and having it as a Recommendation serves no useful purpose.
