(ITU-D)
The role of the Telecommunication Development
Sector (ITU-D) is to facilitate and enhance telecommunication
development through advice and direct technical assistance. Sector activities range from policy and
regulatory advice, advice on the financing of telecommunications
and on low-cost technology options, assistance in human resource management, and the
development of initiatives targeting rural development
and universal access. Throughout all these activities
the Telecommunication Development Sector and its executive arm, the Telecommunication Development
Bureau (BDT), maintain a strong emphasis on brokering
partnerships with the private sector, with a view to harnessing the commercial drive of industry to the
needs of developing nations. |

The 2010 edition of Measuring the Information Society features the latest ITU ICT Development Index (IDI), which captures the level of advancement of ICTs in more than 150 countries worldwide and compares progress made between 2002, 2007 and 2008. It also measures the global digital divide and examines how it has developed in recent years, and it discusses the impact of ICTs on socio-economic development. The report also features the ICT Price Basket, which combines fixed, mobile and broadband tariffs one measure and compares 2008 and 2009 data across countries. The analytical report is complemented by a series of statistical tables providing country-level data for the indicators included in the IDI and Price Basket.

The Telecommunication Development Bureau (BDT) of the International Telecommunication Union (ITU) has released the third version of a harmonized, efficient, automated technical and administrative tool for spectrum management in developing countries under the brand name SMS4DC (Spectrum Management System for Developing Countries). The version 3.0 contains an upgrade to display results on Google Earth; provide links between SMS4DC and the ARGUS monitoring software of Rohde & Schwarz; the frequency allocation table approved by WRC-07 and additional enhancements to the Version 2 of the software.
SMS4DC is sold as an integrated software package on CD-ROM containing the Software, a user manual and Digital Terrain Map of the world. SMS4DC software is available in English, with the user manual in English.
No facilities of services regarding data migration or specific software support or training are included in this Publication. It may be necessary for some users to obtain assistance in order to take full advantage of SMS4DC. ITU invites users having special needs to contact BDT (bdtmail@itu.int) to discuss specific assistance possibilities.

The annual Trends in Telecommunication Reform publications are a key part of ITU's effort to explore and amplify the wisdom of policy-makers and regulators in the ICT sector.
