Agenda: Article 8(CS) - Plenipotentiary Conference

The plenipotentiary conference is ITU’s top policy-making body that sets the general policies of the organization for the next four years. The agenda is a standing document sufficiently broad to enable discussions and debate on any issue. It is embodied in the ITU Constitution as its Article 8 (see Doc. 1). The work of the Conference is based on proposals tabled by Member States within the general framework of the agenda.

Structure

In order to perform its work, a Plenipotentiary Conference establishes committees; the structure of the conference is decided by the conference itself at its first plenary meeting.

Timetable

At its first meeting, the Steering Committee established a general calendar for the work of the conference. This general schedule was reviewed periodically throughout the Conference to take account of the progress made. On this basis, weekly schedules were issued. The Plenary as well as each Committee or working group established daily schedules for the work to be covered at each of their sessions.
