CAMBODIA
STATEMENT BY H.E. Mr. Khun So
MinistER of Posts and Telecommunications
Mr. Chairman,
Excellencies,
Distinguished Delegates,
Ladies and Gentlemen,
It is indeed of great honor that the Royal Government of Cambodia is
readily represented amongst this prestigious union, upon invitation of the
Government of the Republic of Turkey, to this 17th world policy event, here
in this historic city of Antalya.
On its behalf and in my high esteem, I would like to thank the City’s
Government and the people of Antalya, and the Government of the Republic of
Turkey as a whole, for their successful hosting of the conference, and for
warm hospitality as being extended to the delegation.
Cambodia in its belief in implementing the Government’s strategy as
existed, would praise the entire International Telecommunication Union (ITU)
as firmly behaved in fulfilling such a Four year achievement for the purpose
of telecommunication and information flows to the people, would then
preserve that the union be playing a gear wizard within and between the
telecommunication industry and the people.
As the result, since the last decade the technology was booming in
numerous
plural system-based mobile technologies, which became enormously accessed as
to information superhighway. In Cambodia, it was growing far fast in most
cellular mobile phone operator companies so as allowing ever fast growth
over twenty times the number of fixed phone subscribers up to this
milestone.
Cambodia in such a spirit as above, has gained its great efforts to
sharing the activities of the union, in respect of repayment of its
contribution, especially; and to sustaining the actual strength of its
membership in the other regional communities and the world societies as
their relations will pave the path admitted for both the truth in
competition and the abundance of development.

Distinguished Delegates,
It is quite evident while following the milestones of the union,
continual initiatives emerge from local communities to become regional
trends, and then possibly have to be sector proposals worldwide to be
decided by the union, i.e. on the issues of development strategy, technology
integration, cyber law elaboration etc…otherwise, the course of investment
will be poisoned firstly probably by wrong competition or competition as
straight out spelled against the world trade organization (WTO) commitment.
Cambodia is a case devoting the market incentives to promote the
development of physical information communication technology infrastructure,
which will serve for platform in the strategy on services liberalization
within the framework, as for the leading element to be founded to bridging
the digital divide between the people, before any further advanced
applications and approaches.
Let me conclude on behalf of the delegation, by warmly expressing best
wishes that the entire union would further succeed in this 17th
Plenipotentiary Conference here in Antalya, and best wishes for all
delegates of the Conference.
