IT facilities

The following ICT infrastructure will be made available to the delegates during the Plenipotentiary Conference:

  Conference documents

In order to facilitate electronic access to documentation, the following provisions have been made:

All Plenipotentiary Conference documents will be posted on the ITU website as soon as they are available and will be accessible through a TIES registered user account. The Conference documents are at

www.itu.int/plenipotentiary/2006/ (left menu "Documents and proposals") or directly at www.itu.int/plenipotentiary/2006/docs-proposals/index.html 

Participants to the Conference, not having a registered TIES user account, will be able to use a temporary TIES account. For this purpose, registered participants will receive a generic TIES user name and password, which will be valid until 31 December 2006.

  Cybercafé with service desk support

The cybercafé is located in the basement floor of the Vega Convention Centre, below the Mira rooms. There are thirty-six PCs with multilingual keyboard support, twenty wired connections for laptops and six network printers.
There is an ICT service desk inside the cybercafé to assist Delegates on IT related issues.

  Printers

Connections to the printers can be done:

  • via the network (wired/wireless) through a printer server. Printers have the server name and share name marked on them;
  • via USB;
  • via parallel cable.

  Wireless LAN

Delegates equipped with 802.11a/b/g cards will be able to take advantage of the wireless LAN facility installed throughout the Sungate Hotel, enabling them to connect to the temporary ITU Orange_LAN at the Vega Convention Centre to access meeting documents, TIES and benefit from Internet connectivity.
The following number of simultaneous 802.11a/b/g wireless connections have been planned in the following locations:

Please note that the installation and use of non-ITU wireless access points without prior authorization from the ITU/IS Department is prohibited.

Wireless LAN cards
Delegates are advised to procure a Wi-Fi certified card before travelling to the Conference. Before buying a card, it is advisable to check that it has Wi-Fi CERTIFIED logo. For details, please see: Accessing PP-06 Wireless Facilities.

Wireless LAN configuration parameters
Please follow the installation instructions delivered with the card. You may need to log in with administrator privileges depending on your PC’s operating system and the card purchased.

The following parameters should be set in order to connect to the ITU wireless network:

  • Set the case-sensitive SSID as “PORTROYAL”;

  • Disable any encryption protocols (e.g. WEP, WPA)

Important: Laptops with wireless cards configured in Ad-Hoc mode will not be able to connect to ITU’s wireless LAN – furthermore, they will create confusion and instability for other wireless users. Please ensure that the wireless cards are configured in Infrastructure mode only. For details, please see:  Accessing PP-06 Wireless Facilities

Common LAN configuration parameters

  • Enable DHCP so that your laptop will obtain the IP address and other network parameters automatically.
  • Web-proxy: Ensure that your Internet browser’s proxy setting is removed.
  • SOCKS: Disable any SOCKS configurations.
  • Outgoing e-mail: If you want to use your own email application (e.g. Outlook) on your laptop for sending emails, please check with the service desk at the cybercafé for the name of the outgoing SMTP server to be used.

Security
Please be aware that network communication can be intercepted, either wired or wireless. As such end-to-end encryption is recommended for confidentiality. Please use VPN or end-to-end encryption solutions and personal firewall software to protect your system.

It should be noted that some firewall software configurations may prevent access to local resources (e.g. network shares and printers). In case of problems, please consult our support staff at the service desk.
 

  Wired Ethernet LAN

Ethernet connections (RJ45) 10/100 Mbps are provided to connect laptops to the Internet:

  • Cybercafé: 20 connections in the basement level of the convention centre
  • NOT available in the meeting rooms except on the podium.

Common LAN configuration parameters

  Communications centre

The communications centre will provide the following services:

  • incoming and outgoing telephone services, fax, modem;
  • Pay phones.

Mobile telephone and SIM cards

  1. Participants may continue using their own GSM mobile phones and/or SIM cards in Turkey. Services are available according to international roaming agreements as usual.
  2. All mobile phones in Turkey have to be registered with the Turkish Central Equipment Identity Register (CEIR) when it is used with a Turkish SIM card. If Participants want to purchase SIM card from a local shop in Turkey for using with their own phones, they must ensure that the shop registers the IMEI (International Mobile Equipment Identifier) of their mobile phones with the Turkish CEIR. If this is not done properly, the phone with the Turkish SIM card may work for maximum one week, after that it will be blocked by the Turkish mobile operators. The phone will work again if the original foreign SIM card is reinserted.
  3. The Host Country will make available pre-paid SIM cards at the PP06 conference venue which participants may purchase for using with their own mobile phones. The operators who sell pre-paid cards at the Conference site will ensure the Participants' phones are registered properly.
  4. Unless explicitly stated otherwise, mobile phones bought through proper retail channels in Turkey will work properly with both foreign and Turkish SIM cards.

Delegates can obtain support from the ServiceDesk in the Cybercafé at the basement of the Vega Convention Centre
