The ITU World Telecommunication Policy Forum (WTPF) was established by Resolution 2 of the Plenipotentiary Conference (Kyoto, 1994). Its purpose is to provide a forum where ITU Member States and Sector Members can discuss and exchange views and information on emerging telecommunication policy and regulatory matters arising from the changing telecommunication environment.  Two years after that decision, the first WTPF was held on the subject of Global Mobile Personal Communications by Satellite (GMPCS).  The second WTPF was held in 1998, on Trade in Telecommunication Services, and most recently, the third was held in 2001, on Internet Protocol (IP) Telephony. 

Although the WTPF shall not produce prescriptive regulatory outcomes or outputs with binding force, it shall prepare reports and, where appropriate, opinions for consideration by Members and relevant ITU meetings.

Resolution 2 (Marrakesh 2002)

Following the decision by the Marrakesh Plenipotentiary 2002, there is no funding available for WTPF in the period from 2004-07.

WTPF 2001: 

In its 2000 session, the ITU Council, decided to convene the third World Telecommunication Policy Forum (WTPF) in Geneva, from 7-9 March 2001 on the theme of Internet Protocol (IP) Telephony.  In conjunction with the WTPF '01, a special day-long Information Session on IP Telephony  was held on 6th March.

WTPF '98: Trade in Telecommunication Services

The WTPF '98 theme — trade in telecommunications — concerned the application, to the telecommunication sector, trade principles including non-discriminatory market access, fair and effective competition, and transparency in establishing rates and regulations. 

This second ITU World Telecommunication Policy Forum (WTPF) invited the Director of TSB, in consultation with the Chairman of Study Group 3, to establish a Focus Group as described in Resolution 23 of WTSC-96 in order to accelerate the work of Study Group 3 on accounting rate reform. The objective of the Focus Group was to propose "transitional arrangements towards cost-orientation beyond 1998, including ranges of indicative target rates". 

WTPF '96: Global Mobile Personal Communications by Satellite

The ITU's first World Telecommunication Policy Forum considered a common set of policy and regulatory issues raised by the following kinds of satellite systems:

• existing and planned global and regional satellite systems providing mobile personal communications voice and low-speed data services and operating in the geostationary orbit (GEO MSS);
• existing and planned satellite systems operating in non-geostationary orbits and providing mobile narrow-band services, excluding voice, on a global or regional basis (i.e. " Little LEOs" or "Little" NGEO MSS);
• satellite systems planned to come into operation in the next two to five years in order to offer narrowband mobile services, including voice and relatively low-speed data, on a global or regional basis and to operate in non-geostationary orbits – including Low Earth Orbits (LEOs), Medium Earth Orbits (MEOs), and Highly Inclined Elliptical Orbits (HEOs) – (i.e. NGEO MSS);
• satellite systems planned to come into operation in the next five to ten years in order to offer fixed and transportable, multimedia broadband services on a global or regional basis and to operate either in geostationary or non-geostationary orbits (GEO and NGEO FSS).
