In No. 62A of the ITU Constitution,
it is stated that the ITU Council is required, in the
last but one ordinary session of the Council before the Plenipotentiary,
to initiate the preparation of a draft new strategic plan for the Union.
Accordingly, at its 2005 session, the Council adopted
Decision 527 which
foresees the establishment of a working group on the elaboration of the
draft ITU strategic and financial plans, 2008-2011.
The
Council Working Group on the ITU Strategic and Financial Plans held its first meeting on 27-28 October 2005, at ITU headquarters in Geneva,
Switzerland (October 2005 meeting material).
The
second meeting of the Council Working Group took place in Geneva on 30-31 January 2006.
The first day of the meeting focusing on the strategic
plan was open to all ITU Members, while the second day
of the meeting for discussing the financial plan was
open to ITU Member States only. In addition to
contributions from the ITU Membership, the
documents listed below have been made available for the
various
meetings for the Strategic and Financial planning activities.
Please note that the Draft Strategic Plan
document from the 31 January 2006 meeting is closed for comments.
