A comprehensive introduction
to Spectrum Management in general can be found on the Telecommunications
Research Project site hosted by the University of Hong Kong,
China.
The website of the Federal
Communications Commission of the United States hosts a useful review
of Spectrum Management Practices .
The Australian Communications
Authority has made available on its website a
comprehensive introduction
to Radio frequency planning in Australia.
The European
Commission issued a green
paper
on radio spectrum policy in 1998 and a communication
on next steps in radio spectrum policy in 1999 as part of the
development of a new policy framework in line with its new
directives on electronic communications.
The Radiocommunications
Act Review discussion paper contains a good overview of New
Zealand's unique system of Radio
Spectrum Management.
The Superintendencia de
Telecomunicaciones in Guatemala, has adopted a unique spectrum
allocation system which is described on its website (available in
Spanish only).

Radiocommunication Resources

ITU's Radiocommunication Sector (ITU-R) undertakes a wide range of
activities related to the international radio spectrum. The Radiocommunication
Bureau's website provides a good overview of its activities.
The final Acts of the World Radiocommunications Conference 2003
(WRC-03) (provisional) can be found here
(restricted to ITU TIES users). Published versions of Final acts
of WRCs are available from ITU here.
Study
Group 1 (SG1) of the ITU-R develops principles and techniques
for effective spectrum management and monitoring, spectrum sharing
criteria and methods, long-term strategies for spectrum
utilization and approaches to national spectrum management
SG1 is also in the process of updating the ITU
Handbook of National Spectrum Management which describes
spectrum management fundamentals. The current version is available
for purchase here.
