Mr. Don MacLean is an independent consultant based in Ottawa, Canada. He specializes in the development of ICT-related policies and strategies at the national and international levels. Don MacLean headed the ITU strategic planning unit from 1992-99. Prior to joining the ITU, he served in a number of senior policy and planning positions in the Canadian Department of Communications.
