Ladies and gentlemen,
 
It is both a great honour and a great pleasure to be with you here in Geneva today, accompanied as I am by the UN Secretary-General, by heads of state, heads of UN agencies, ministers, regulators, captains of industry, and participants in the Youth Forum.

Ladies and gentlemen,

The world is a very different place from the way it was when we last held an ITU Telecom World event here in Geneva, in 2003.

Back then, we had just achieved the first billion mobile phone subscriptions. By the end of this year we will have 4.6 billion.

Back then, 680 million people used the Internet. Now, the figure is 1.8 billion – and more than half have broadband access.

This is astonishing progress, and it reinforces my firm belief in the power of ICTs to make the world a better place.

ICTs are at the centre of everything we do in the modern world. They are playing a pivotal role in helping us emerge from the financial crisis and in fuelling economic recovery.

ICTs are directly responsible for job creation in the knowledge economy.

ICTs are incredibly resilient – not least because humans will always want to communicate, but also because human brainpower is an unlimited resource.

Distinguished colleagues,

We must therefore ensure that access to ICTs is simple, equitable, and affordable to all the world’s people.

So that they can create information, use information, and share information – wherever they live and however modest their means.
Communication is a basic human right.

Je le répète, la communication est un droit fondamental de l'homme.

Si nous voulons atteindre les Objectifs du Millénaire pour le développement concernant les TIC, il nous faudra travailler en partenariat et innover. Il nous faudra aussi mettre au point de nouvelles technologies qui nous aideront à tenir l'engagement que nous avons pris, c'est-à-dire connecter le monde.

Tel est l'objectif d'ITU Telecom World 2009.

Cette manifestation a été conçue dès le départ pour que tout le monde soit gagnant et s'adresse à des protagonistes de premier plan et complémentaires: le secteur privé et les dirigeants politiques; les pays développés et les pays en développement.

C'est la raison pour laquelle il y a ici aussi bien des pavillons nationaux que des entreprises individuelles, des responsables politiques au plus haut niveau ainsi que des chefs d'entreprise.

Permettez‑moi donc aujourd'hui de m'adresser à la fois aux pays développés et aux pays en développement.

Aux pays développés, je dirai ceci: ITU Telecom World 2009 est une opportunité commerciale. Les pays en développement ne sont pas venus ici pour demander l'aumône, mais pour soumettre des propositions qui seront avantageuses pour tous.

Mon message à l'intention des pays en développement est le suivant: il est temps de ne plus s'appuyer sur la charité et l'aide, de retrousser nos manches, de nous mettre au travail et de créer un climat favorable aux affaires.

Il ne s'agit pas ici d'aide, mais de mettre en place des conditions propices pour que les entreprises puissent prospérer, ce qui passe par une réglementation solide et un renforcement des capacités efficace. Ces deux domaines constituent des éléments essentiels des activités menées par l'UIT.

Il s'agit aussi de nouer des partenariats.

Поэтому давайте приступим на этой неделе к работе и сделаем еще один смелый шаг с целью расширения доступных глобальных сетей, которые позволят каждому человеку, кем бы он ни являлся и где бы он ни жил, приобщиться к мощи современных цифровых технологий.

В заключение:

Я с большим удовольствием объявляю сегодня, что в 2011 году мы будем отмечать 40-ю годовщину организации мероприятия ITU Telecom в Женеве.

Поэтому я хотел бы воспользоваться этой возможностью и пригласить всех вас присоединиться к нам через два года.

И я хотел бы выразить особую благодарность всем тем, кто сделал возможным проведение этого мероприятия и кто прибыл сюда сегодня.

Это относится не только к высокопоставленным представителям политических, дипломатических и промышленных кругов, но и:

к правительственным административным кругам, которые проделали столь большую работу, направленную на содействие созданию национальных павильонов;

к властям Женевы, без которых это мероприятие просто не состоялось бы;

к средствам массовой информации;

и, разумеется, к сотрудникам МСЭ, многие из которых в течение последних нескольких недель работали днем и ночью, чтобы обеспечить успех этого мероприятия.

In particular, I would like to give a very special thanks to Mr. Houlin Zhao, the ITU Deputy Secretary General and acting head of Telecom for his tireless efforts throughout the past year and a half, to make this show a great success.
