Statement by Mr. Sue Lo-Utai, Permanent Secretary
Ministry of Information and Communication Technology

Mr. Chairman,

Excellencies, Distinguished Participants, Ladies and Gentlemen,

I would like to take this opportunity to thank the host and the ITU for organizing the Forum.

Regarding the "Secretary-General’s Report", I would like to express our sincere appreciation to ITU and all concerned for the preparation of the report. We have a few suggestions on the report as follows:

Firstly, the "introduction", on the issue of “Challenges for the future”, we would like to propose the inclusion of challenges on information exchange with other fora to gain the best practices in the fields of cyber security, human capacity building in ICTs, IPv6 migration, NGN migration, etc.

Secondly, in Part 2 - An Era of Convergence, we would like to suggest that the technology neutral regulatory frameworks should also be taken into consideration

Thirdly, in Part 3 - Next Generation Networks, we wish to underscore that ITU should be the leader in sharing experience among the countries deploying IP Multimedia Subsystem (IMS) through ITU forums or workshops. And in order to develop and to promote new IMS services, ITU should be the major leader in creating cooperation and sharing experiences among service providers.

Lastly, in Part 5 - Emerging Telecommunication Policy and Regulatory Issues, we would like to share views on how ICTs challenges the global environment. The policy awareness in green ICTs can promote the use of efficient ICTs and higher standards of green environment performance. With regard to ICTs and disaster management, Thailand would like to suggest that regional cooperation and global training on disaster management should also be initiated. In the mean time, the policy should be prepared in a way to organize preparedness strategies, activities, technologies, etc.
