The agenda and themes of the Forum are based on a report by the Secretary-General of ITU including input from any conference, assembly or meeting of the Union, and on contributions from Member States and Sector Members.

In accordance with the procedure adopted by ITU Council, discussions at the Forum will be based on the report by the Secretary-General of ITU, developed during the meetings of the WTPF Informal Experts Group.
