Background
The Second Meeting of the HLEG of the GCA took place on 21 May 2008 in room
K2, ITU Headquarters, Geneva, Switzerland. This meeting was open only to Members
of the HLEG.
The First Meeting of
the High-Level Experts Group (HLEG) took place at the ITU Headquarters in
Geneva on 5 October 2007.
At the request of the leaders of the five work
areas, two Ad-Hoc Meetings of the High-Level Experts Group of the Global
Cybersecurity Agenda were held.

The First Ad-Hoc HLEG Meeting was held on 8-10
January 2008 - The HLEG members reviewed and agreed on the table of contents
for each of the five work areas. HLEG members volunteered to collaborate in
Work Areas of their expertise.

The Second Ad-Hoc HLEG Meeting was held on
28-29 April 2008. Leaders presented their strategic reports and agreed to
revise the current versions of each strategic report in light of the
discussions between HLEG members until 12 May 2008. It was agreed that from
12 May 2008, the work area leaders would make the revised strategic reports
available to all the HLEG Members on the collaborative platform. HLEG
Members were encouraged to review the revised strategic reports and make
suggestions until 19 May 2008.

since the launching of the GCA and next step for HLEG.
Present and discuss the strategic reports covering the five Work
Areas of the GCA.
Elaborate a set of recommendations on all
five work areas to be presented to ITU Secretary-General. |
The Work of HLEG
The HLEG work is an ongoing dynamic process with
information-sharing and interaction relating to the elaboration of Global
Strategies to meet the goals of the GCA and the ITU role as sole facilitator for
WSIS Action Line C.5.
The expected deliverables will be five strategic reports, with a final
consolidated report – a global strategic report delivered to the ITU
Secretary-General and a set of recommendations on how best to achieve the seven
strategic goals of the GCA and to best provide an appropriate response to WSIS
Action Line C5.
