Background

The inaugural meeting of the High-Level Experts Group (HLEG)  took place at the ITU Headquarters in Geneva on 5 October 2007.

Appointed by the ITU Secretary-General, members of the HLEG includes high-level experts from governments, industry, relevant regional/international organizations, research institutes, academic institutions and individual experts from every part of the world.
 

 

Objective of the Meeting
Launch the work of the High-Level Experts Group of the Global Cybersecurity Agenda (GCA) and arrive at a common understanding on the next steps to be taken to move forward with the GCA.



Outcome of the Meeting

As a result of very constructive discussions, the HLEG members reached a common understanding on the next steps to be taken to move forward with the GCA. The high level experts agreed that the work of the GCA should be focused on the following five work areas:

  • Work area 1,  “Legal Measures”

  • Work area 2,  “Technical and Procedural Measures”

  • Work area 3, “Organisational Structures”

  • Work area 4 “Capacity Building”

  • Work area 5, “International Cooperation”.

In order to deliver the strategic reports, experts volunteered and were appointed in the five work areas:

  • Legal Measures: Mr. Stein Schjolberg, Judge at the Moss District Court, Norway

  • Technical and Procedural Measures: Mr. Jaak Tepandi, Professor of Knowledge Based Systems, Institute of Informatics, Tallinn University of Technology, Estonia and Mr. Justin Rattner, Chief Technology Officer, Intel Corp.

  • Organisational Structures: Mr. Taïeb Debbagh, Secretary-General, Département de la Poste, des Télécommunications et des Technologies de l'Information (DEPTTI), Kingdom of Morocco and Ms. Solange Ghernaouti-Helie, Professor and Présidente de la Commission Sociale, HEC-Université de Lausanne, Switzerland

  • Capacity Building: Mr. Ivar Tallo, Senior Programme Officer, United Nations Institute for Training and Research (UNITAR) and Ms. Solange Ghernaouti-Helie, Professor and Présidente de la Commission Sociale, HEC-Université de Lausanne, Switzerland

  • International Cooperation: Mr. Shamsul Jafni Shafie, Director, Security, Trust and Governance Department, Content, Consumer and Network Security Division, Malaysian Communications and Multimedia Commission and Mr. Zane Cleophas, Chief Director, Border Control Operational Coordinating Committee (BCOCC), Department of Home Affairs of South Africa.

The expected deliverables will be five strategic reports, with a final consolidated report – a global strategic report delivered to the ITU Secretary-General on how best to achieve the seven strategic goals of the GCA.
