The WTDC-06 is expected to adopt the Doha Declaration and the
Doha Action Plan. The Doha Declaration should represent a common vision and
strategy for achieving balanced telecommunication development, as well as
setting goals and objectives for the next four years.
The Doha Action Plan should become a practical roadmap for development
partners, from both governments and the private sector. It will include specific
programmes which together should enable all stakeholders in telecommunication
development to bring the applications and services that meet the needs of all
communities and harness the power of ICT for their socio-economic and personal
well-being in a sustainable way. The Action Plan should deliver concrete
solutions to achieve the objectives of the World Summit on the Information
Society related to the global availability of ICT for all.
In addition to the programmes, the Action Plan should include six global
initiatives relating to private sector, gender, youth, indigenous people, people
with disabilities and on emergency telecommunications. Two cross-cutting
activities on Statistics and Information on Telecommunications/ICTs and on
Partnerships are also expected to be adopted.
