Position papers

The main GMPCS operators have been contacted to provide a short position paper discussing Global Mobile Communications by Satellite, and focusing on the issues to be discussed at the Forum, such as globalization and international co-operation, the role of GMPCS in the developing world, methods to manage transborder use of GMPCS terminals, and policy and regulatory issues surrounding the new emerging global satellite systems. Each article addresses the following issues:

• What benefits will the emerging GMPCS systems offer for developing markets?
• What kind of framework should be established in order to provide fair market access?
• What code of practice needs to be implemented for the international provision of GMPCS services?
• What role is there for national carriers and local entrepreneurship in the provision of GMPCS services?
• How many GMPCS systems can the marketplace sustain?
