I have reviewed the annex for the draft MoU for Opinion 4 of the World Telecommunication Policy Forum. There are two points which should be clarified:
1) The type of terminals permitted under the level where a terminal would be carried into a country but not used should include any approved type. Opinion 4 under point d) implies that free circulation "should be limited to the GMPCS systems authorized in the visited country". The MoU should make it clear that any approved terminal in transit should be free to circulate. It is not clear that there will be only one type or air interface GMPCS terminal.
2) While the functions of an approved terminal are not listed, it should be made clear that a terminal may include data formats beyond voice. These should include fax and computer which are becoming common as mobile/PCS terminals. Nokia now has a handset with a built-in computer terminal.
