I am writing on behalf of Motorola, Inc. in response to the letter dated 13 November 1996 that you circulated requesting comment on the draft MoU. As you know, we were active participants in creating the MoU at the Policy Forum and left Geneva satisfied that the draft annexed to Opinion 4 reflected an appropriate framework for guiding the establishment of the various arrangements that will be necessary to facilitate the free circulation of GMPCS terminals. Having again reviewed the terms of reference contained in the MoU, we find no basis for suggesting any modifications and continue to stand strongly behind it.
You have my personal commitment that Motorola will remain an active
participant in the MoU process. In fact, I am co-chairing a government-private
sector group established shortly after the Forum to develop US
positions and contributions on the arrangements called for in
the MoU. Motorola looks forward to signing the MoU in February
and to working with you in the coming months to complete the initial
set of arrangements in accordance with the schedule established
at the Forum. I would also like to take this opportunity to congratulate
you once again on the success of what was truly a historic meeting
in October and, in particular, to applaud your leadership efforts
in helping to make GMPCS a reality.
