Comments of ICO Global Communications (United Kingdom)
on the Memorandum of Understanding

Thank you for your letter of 13 November 1996 inviting comments of draft Opinion 4 as adopted by the World Telecommunication Policy Forum.

Let me start by saying that we believe the Policy Forum was an unqualified success which has, we are sure, dispelled any doubts as to the value of such an event. This particular forum concerning GMPCS has paved the way for the necessary guidance and regulatory principles to enable the timely introduction of GMPCS.

We believe that Opinion 4 and Opinion 5 represent an integrated approach to further this work and we fully support the actions contained therein. Concerning draft Opinion 4, we believe that further clarification of terms and definitions will be required during the course of the follow-on work, however, we would prefer not to raise these at this stage for fear of possible misunderstanding of our intent.

There is little time between now and the scheduled completion of the MoU and the initial arrangements by July 1997 and we look forward to an early start to the work at the beginning of the new year.

I would like to take this opportunity to express our best wishes to you and your staff at the end of a very eventful year and to wish you best success for the year ahead.
