CAREER

During his years of employment with the State Radio Research Institute, Mr Timofeev accumulated extensive professional experience in the fields of radio-wave propagation, frequency spectrum planning, development of national EMC standards and the design of satellite communication and television and radio broadcasting systems. For many years, he was responsible for the international coordination of satellite communication systems and headed national delegations at frequency assignment coordination meetings with other administrations.

As Deputy Minister for Communications and Informatization of the Russian Federation, Mr Timofeev was directly responsible for matters pertaining to effective radio frequency spectrum management, the development of television and radio broadcasting and the deployment and operation of the national satellite communication and broadcasting system, as well as for the Russian Administration's participation in the work of various international bodies, including the International Telecommunication Union, the European Conference of Postal and Telecommunications Administrations (CEPT), Intersputnik, Intelsat and Eutelsat. On the initiative and with the direct involvement of Mr Timofeev, Acts and Government Decrees of the Russian Federation were drawn up and adopted for the purpose of establishing favourable legal conditions for the use of radio facilities within the territory of Russia and for the harmonization of national and international frequency allocations.

In recognition of his major contribution to the development of cooperation with international organizations and of his high level of professionalism, the Russian Government awarded Mr Timofeev the "Order of International Friendship" and "Distinguished Communications Worker of the Russian Federation" award.

INTERNATIONAL ACTIVITIES

Since 1968, Mr Timofeev has participated in the meetings of various ITU bodies, including plenipotentiary conferences (1982, 1989, 1992, 1994 and 1998), the Council, world (administrative) radiocommunication conferences (1974, 1977, 1979, 1985, 1987, 1988, 1992, 1993, 1995, 1997 and 2000), world telecommunication development conferences (1994, 1997 and 2002), radiocommunication assemblies (1993, 1995, 1997 and 2000), the 1996 World Telecommunication Policy Forum, preparatory meetings for ITU R conferences, and meetings of the ITU-R (CCIR) study groups.

Mr Timofeev has served as the head or deputy head of national delegations at several ITU conferences and meetings.

In 1993, thanks to his extensive working experience within ITU, he successfully chaired the World Radiocommunication Conference and was Vice-Chairman of the Radiocommunication Assembly. At the 1994 and 1998 Plenipotentiary Conferences, he was elected to serve as a member of the ITU Radio Regulations Board, of which he was Vice-Chairman in 1997 and Chairman in 1998.

Prior to his election to the post of Director of the Radiocommunication Bureau, Mr Timofeev participated in the work of regional organizations such as the European Conference of Postal and Telecommunications Administrations (CEPT) and the Regional Commonwealth in the Field of Communications (RCC). In particular, he was for a number of years Chairman of the RCC commission responsible for radio frequency spectrum management and EMC matters.

In recognition of his high level of professionalism, Mr Timofeev was awarded the ITU Silver Medal and the CCIR Honorary Diploma.

SCIENTIFIC ACTIVITIES

Mr Timofeev is the author of more than 60 scientific publications on various aspects of radiocommunication and broadcasting, satellite communications, frequency planning, EMC and international cooperation in the field of communications.

He is a co-author of five monographs and the author or co-author of nine patents on different inventions in the field of radiocommunication.

He is a member of the International Communications Academy and a corresponding member of the K.E. Tsiolkovsky Academy of Cosmonautics.

ACTIVITIES AS DIRECTOR OF THE RADIOCOMMUNICATION BUREAU

As Director of the Radiocommunication Bureau, Mr Timofeev was responsible for the preparation and successful holding of the World Radiocommunication Conference (Geneva, 2003). Despite the conference's very extensive and complex agenda, the Bureau was able to provide the necessary organizational and technical support, as was repeatedly mentioned by many participants. One highly significant achievement was the transition to semi-paperless working methods, resulting in a saving of some CHF 400 000 on the conference budget.

The technical bases were prepared and the first session of the Regional Conference on the planning of digital broadcasting was a success, having established sufficiently reliable technical bases for the completion of planning during the second session.

A considerable (i.e. fivefold or sixfold) reduction in the waiting time for the processing of satellite network filings has been achieved. Work is now under way to achieve the stated objective of fully eliminating any waiting time and of bringing the time taken to examine notices into line with the requirements of the Radio Regulations.

In the interests of ensuring a stable, transparent and well-founded procedure, the Radiocommunication Bureau initiated the development of proposals, approved by the ITU Council at its 2005 session, for a fundamental review and enhancement of the system of payment for the processing of satellite network filings.

After many years of developmental work, and thanks to the special measures adopted in 2003-2004, the system for processing terrestrial notices (TerRaSys) has been implemented, with the result that such notices can now be processed without any delay and in accordance with the deadlines stipulated in the Radio Regulations.

In spite of a number of budgetary restrictions, the study groups have been carrying out their work normally, with priority being given to studies aimed at implementing the outputs of WRC-03 and RRC-04.

Much attention has been paid to the activities of the Radio Regulations Board, where the Bureau has been making major efforts in response to the need to prepare, within a limited period of time, the materials necessary for revising a large number of Rules of Procedure pursuant to decisions taken by WRC-03 and ahead of their entry into force.

The Bureau's short-term programme of practical activities, which takes account of the concrete results achieved during the preceding period, is set forth in the current (2004-2007) operational plan for the Radiocommunication Sector, approved by the ITU Council, and in the Bureau's draft plan for the next four-year period (2005-2008), submitted first to the Radiocommunication Advisory Group in autumn 2005, and subsequently to the ITU Council in 2006.

According to Mr Timofeev's statement, the Radiocommunication Bureau's short-term and long-term priorities are as follows:

1. To carry out the preparatory work necessary to ensure the successful holding of the World Radiocommunication Conference in 2007, including studies in accordance with the decisions taken by WRC-03, and with concentration of the Bureau's resources on the most complex items on the agenda of WRC-07. To this end, it is intended that both the preparatory work and the work involved in holding the conference itself should be organized with the participation of all of the Bureau's departments so as to make the best possible use of the existing limited staff resources, as was done at WRC-03 and RRC-04, which had support from the most qualified staff members from all of the Bureau's departments. Once WRC-07 has taken place, the same approach will be maintained for the preparation and holding of WRC-10.
2. To prepare for and hold the second session of RRC, and subsequently implement its decisions. This involves a great deal of highly complex work that is of major significance to the 120 administrations from the digital television and radio broadcasting planning area. This being the case, the Bureau's fundamental task is to ensure the necessary level of effective collaboration between the administrations and the groups set up by RRC-04 to carry out the intersessional work. During the intersessional period, a programme of information meetings and seminars is being carried out jointly with the Telecommunication Development Bureau in order to ensure that developing countries have the necessary information and other support as they make their preparations for the second session of the regional conference.
3. To enhance the effectiveness of the Bureau's activities through the further development of automated systems and rational use of existing staff, coupled with the renewal of staff through the recruitment of new specialists with the very latest knowledge from the radio industry, the ultimate aim being to eliminate any delay in implementing the provisions of the Radio Regulations when processing notices submitted by administrations, whether for satellite or terrestrial systems.
4. To optimize the structure and working methods of the ITU-R study groups to ensure the timely delivery to spectrum users of the regulatory documents necessary to enable all countries, irrespective of their level of development, to implement and use the latest radio technologies in all possible spheres, from mobile communications and broadcasting to radionavigation, multimedia applications, and so on.
5. To achieve of the targets set at the Geneva Summit, as clarified and developed during the second phase of the Summit in Tunis, in regard to the Radiocommunication Sector's expected contribution to the development of the future information society, involving narrowing of the digital divide and the implementation of new radio technologies to ensure that every person around the globe can have access to communication facilities at any time.
