In the last 5 years, there have been many steps in Iran in order to develop the information technology and increased Internet penetration rates, which during this time the number of people using the high-speed Internet is about 35 times, and almost all people have access to high speed internet and mobile internet. Today in Iran, more than 40 million people use social media and messengers, of which 15 percent are children and adolescents. These intensive changes in speed and Internet access have raised concerns about increasing the vulnerability and the safety of users, especially children and teenagers. According to the combination of the population and the cultural context in Iran and the need of the community to increase knowledge and skills in using Internet and social media safely, the Government of the Islamic Republic of Iran has tried to design and implement a national program for the protection of families and children on the Internet. In this program, which began in 2016, the Information Technology Organization of the Ministry of telecommunications of the Islamic Republic of Iran, on behalf of the government, aims to "institutionalize the culture of the proper use of the cyberspace” among children and teenagers.
