Implementation of 1 Government Enterprise Architecture (1GovEA) Phase 1
1GOVEA
Malaysian Administrative Modernisation and Management Planning Unit (MAMPU), as the central agency for modernisation, is responsible for the development of the Malaysian Public Sector ICT Strategic Plan (ISP) which is the main reference for all government agencies when implementing ICT projects. The current ISP 2016 - 2020 is aligned with the Eleventh Malaysia Plan (2016 – 2020) which emphasizes on addressing citizens’ needs through ICT adoption. Enterprise Architecture (EA) is identified as one of the enabling ecosystem that will accelerate the digital transformation of government agencies towards achieving a more effective and efficient service delivery system. EA is a structured management technique to help transform the government agencies through understanding, reconciling and planning across the Business, Data, Application and Technology domains of the agencies. This initiative, known as 1GovEA, ensures government services deliver business values through ICT enablement, adaptive to dynamic ecosystem challenges and technological trends and capable of achieving agencies’ and Government’s vision successfully. Since Novermber 2015, 2 pilot agencies has implemented EA approach. Plans for rolling out EA across 36 ministries and agencies is underway and is expected to be completed in 2020. The methodology is iterative and incremental; guided by a holistic framework, supported by an artefact repository platform, standard procedures and guideline, facilitated by capability building and change management program, and also empowered by advanced ICT tools. The ICT enabled functionality of EA components will assist government agencies to innovate, strategise and transform themselves for better strategic decision makings, operational efficiency and productivity in delivering services towards attaining related Sustainable Development Goals (SDGs).
