With the development of Internet, messaging abuse such as Spam email, SMS Spam, harassing calls has brought some concerns and has even caused user’s property loss. On April 28, 2008, commissioned by the Ministry of Industry and Information Technology of China, the Internet Society of China (ISC) set up the 12321 Unsolicited Electronic Messages Complaining and Reporting Center (hereinafter referred to as "12321 Reporting Center") to receive public reporting and complaints on Spam messaging.
