1. Community Centers (CCs) project: Enable accessibility of information and electronic services anytime, anywhere is instrumental in achieving information society. Community center in the Gewog/Blocks has been identified as one potential hub where community can have access to information and government services. This Ministry of Information and Communications has been mandated to establish one CC in every Gewog totaling to 205 CCs in the country with the objectives of improving the living conditions of the poor and promote greater integration of isolated communities through easy access to government/business services, postal and other general public services. The project was started in mid 2009. Currently, we have established 182 CCs and the remaining 23 CCs will be completed within 1-2 years. Out of 183 CCs that has been established, 130 are connected with broadband internet. 2. E-governance master plan: The Ministry of Information and Communication as the lead Ministry for the promotion of ICT in Bhutan has undertaken numerous initiatives to prepare Bhutan for a knowledge society, including building ICT backbone infrastructure and improving access, developing and promoting the use of application systems, creating the right environment by putting in place appropriate policy and legislation instruments and providing ICT educations. In order to further progress the Government's ICT agenda, the Ministry in consultation with other ministries and agencies has put a whole of government e-governance master plan. Consolidating the gains in the past years, the e-government master plan provides yet another set of holistic ICT program and strategies for the Government towards realizing the vision and creation of an information society. The overall objective of the master plan is to enhance effective and transparent political and administrative processes with the government, to enable and facilitate growth of Bhutanese Information Society and to act as the key enabler for socio-economic development. it provides a coherent and holistic view of the ICT strategies, initiatives and projects that the Government will undertake over the next five years. 3. IT PARK: Bhutan's first IT park was established at Babesa, Thimphu (Capital). The overall objective of the IT Park project was to increase productive employment in Bhutan through promotion of enterprise development in the IT/ITES sector, enhanced IT Skills, and improved access to finance. The project targets to promote innovation and entrepreneurship in the country, provide gainful employment to the growing youth population and promote inclusive growth which are critical for laying strong foundation for the Bhutanese information society. The Thimphu Tech Park houses the Bhutan Innovation and Technology Center which includes the Business Incubation Center, a shared Technology center, and a Tier II data center. Out of 13 incubates hosted in the incubation center of the IT Park, 3 have already graduated and are fully running their own business. Data Center Services, a joint venture between the local IT company and Burland Technology, UK has a set up data center and hosted 3 local clients. So far a total of 1,372 Bhutanese youth have been trained and 1,009 are employed within and outside Bhutan. 4. National Broadband Master Plan: The National Broadband Master Plan project was initiated to create a nationwide broadband infrastructure that is necessary to promote ICT access within the country as well as for international connectivity. The projects aims to establish high-speed fiber optics network to 20 districts and 201 Geogs (with 4 being off-grid and will be served by appropriate radio technology), using the transmission network of Bhutan Power Corporation. Accordingly, all 20 District Headquaters and 170 Geogs are now connected by optical fiber. Moreover, infrastructure for the second international gateway has been established to create the required redundancy and ensure uninterrupted communication link. 5. Mobile connectivity to rural areas: As part of the government's common minimum program aimed at social and economic empowerment o the people, the Ministry of Information and Communications worked diligently with the two service providers to ensure universal connectivity through mobile services. Fund amounting to a total of Nu. 455.515 million (in three phases) has been committed as government subsidy to the two operators through the Universal Service Obligation Fund. As a result of the government subsidy, services are now available in all the 20 Districts and 205 Geogs. By December, 2013, mobile services will be available in all the villages of the country, except for few shadow areas.
