As one of the world's largest telecom operators, China Unicom provides services to billions of mobile subscribers. Therefore, China Unicom has a large amount of telecom big data, which contains rich network and user information.

In order to give full play to the value of big data, and better protect the environment and better implement WSIS Action Lines in order to promote the realization of SDGs, the “Smart Blue” public service big data platform was proposed, which is a cross-industry integration platform for environmental protection.

China Unicom “Smart Blue” public service big data platform is dedicated to improving the application of big data technology. It positively integrates telecom big data with air quality data, population data, and behavior data for the first time to achieve refined air quality prediction and pollution traceability. Aiming at the key pollution areas, the platform can realize the functions of people flow and vehicle disintegration early warning so as to alleviate air pollution. What is more, the platform can rack pollution discharges, assess the impact on resident residents and enterprises, and provide support and reference for government guidance and decision-making. The project is also proved to have the transplant ability, which can be applied in other fields and different communities as it provides a technological model and architecture.

The platform is based on the algorithm and API of the data center, applying mature algorithm models and big data analysis tools, including data acquisition modules and data analysis modules. The underlying storage used in the platform, MySQL/HIVE/IMPALA database and Tomcat WEB service are open source applications. Overall, architecture of the platform has been automated and deployed through ansible orchestration to ensure the replicability.

The project is dedicated to building a universal big data innovation product service platform, integrating basic data, providing platform services for applications in the environment industry. With the expansion of industry application capabilities, the platform can provide integration and technical services.
Employing the China Unicom “Smart Blue” public service big data platform, heavily polluted areas can modeling and forecasting the users behavior of polluting enterprises, which can realize the intelligent supervision of enterprises' stop and start-up, continuously track the pollution discharge and air quality improvement, effectively improve the efficiency of environmental protection supervision, and reduce the cost of human and material resources. According to the weather conditions, the plan/scheme of dynamic capacity planning and adjustment should be formulated in time to assist the government in guiding the capacity planning of enterprises, so as to maximize the economic benefits while protecting the environment
Meanwhile，according to the tracing information of air pollutants，the types and emissions of pollutants that cause air pollution can be accurately identified. Therefore, the capacity of polluting enterprises can be dynamically and rationally planned, and the economic benefits can be improved while the air quality is guaranteed. This can benefit the whole society.

The platform currently provides analysis and solutions for air pollution. Moreover, the project can continue to be implemented. If more data is introduced, more exploration and application can be done in urban planning, industrial layout, automobile manufacturing and so on.

“Smart Blue” platform is aimed at better protecting environment. On this platform, real-time monitoring and forecasting data of air quality is effectively combined with real-time location data. AI and machine learning algorithms are applied as well. Thus, the effects of air pollution on the population can be accurately assessed. Effective prevention and measures can be proposed rationally. Furthermore, China Unicom “Smart Blue” platform effectively combines the real-time monitoring and data prediction of air quality with real-time location distribution information of China Unicom's massive mobile users, so as to realize the accurate assessment, prevention and dredging of the impact of air pollution on people, which is of great significance in government decision-making support, enterprise operation guidance, public awareness and protection, etc.
