Bridging digital divides through an integrated approach

Digital technologies and data are transformational, creating vast opportunity for people, governments and firms to live better and be more productive than in the past. However, digital transformation can also reinforce existing divides and may create new ones. Providing equal opportunities for all requires countries to adopt a whole-of-government approach to designing and implementingdigital strategies that ensure co‑ordination and coherence across a large range of policies.
The OECD’s Integrated Policy Framework helps countries to develop a whole‑of‑government approach and to better address horizontal policy issues such as digital divides. For example, effectively addressing skill divides requires policy makers to take into account multiple applications of skills– e.g. to increase effective use of digital technologies, to succeed in digital world of work, or to thrive in a digitalsociety – and respectively co‑ordinate skills policies with other policies in these areas.
