New technologies and applications have enormous potential to radically accelerate human, social and economic development across the world. But technological change at such an exponential rate also brings unexpected challenges and risks, with little time for governments, industry, societies and individuals to prepare for new realities. Real concerns focus on areas such as cybersecurity, data protection and privacy, the AI threat to existing jobs, child online protection, social media manipulation, and the uncertain psychological impact of new technologies. Do we need a multi stakeholder approach combining governments, regulators, ICT industries, major vertical sector leaders, civic groups and academia to explore these issues? How can we prepare for coming changes, ascertain and minimalize the risk of new technologies? What regulatory, policy and ethical frameworks should we establish – and who is best placed to develop them? How can we ensure cybersecurity, digital and civic education, privacy, innovation and ethics are addressed throughout emerging and developed markets alike?
