Germán Darío Arias Pimienta is an economist from the Automous University of Manizales. He holds a Master’s in Information Technology Management from the Instituto Tecnológico de Monterrey and a specialization in International Business Management.
He began his professional career in 1995 at the Empresas Públicas of Manizales. He was key in restructuring the organization following the coming into force of the public services law. In August 2003, he began working at the Ministry of Communications in the Office for Industry Development. During his time at the ministry he contributed to various regulatory projects: opening the long-distance market (in the nineties it was limited to only three operators), interconnectivity between operators, provision of additional spectrum for mobile operators in order to service increasing demand, and the opening up frequency bands for wireless technologies, such as Wi-Fi.
He returned to the private sector to work as Manager of Regulatory Affairs for ETB, from 2007 to 2013. There he led the creation of a comprehensive regulatory strategy that combined economic, legal, financial, and technical aspects and their implications for the company’s business strategy. Recently he worked as Manager of the ICT & Agro initiative at the Ministry of Information and Communication Technology. The program sought to use ICT to improve the quality of lifeof smallholders and increase productivity in rural areas.
His experience both in the public and the private sector has given him the opportunity to see both sides of regulatory activity and the design of public policy in the ICT sector.
