Mrs. Ratka Strugar is currently General Director for Electronic Communications, Postal Services and Radio-Spectrum in the Ministry of Economy of Montenegro. She had been Deputy Minister of Electronic Communications, Postal Services and Radio-Spectrum in the Ministry for Information Society and Telecommunications in 2011–2016. Before that she had been Adviser to the Minister of Sustainable Development and Tourism.

Her industrial experience includes work in Montenegrin Telecom in the position of Head of theHuman Resources Department and Company Secretary in two terms in period 2001-2010. Before, she had more than one decade work experience in Secretariat for Legislation of the Government of Montenegro as Senior Adviser in Department for Economic System and EconomicRelations.

She has extensive experience in working of councils, working groups, projects, such as several projects on Telekom Montenegro rebranding and restructuring, and the project on legal integration of three member companies of the CT Group, the project on harmonization of the Constitution and other laws of the Company with the regulations of Magyar Telekom and Deutche Telekom and standards of the EU. She had been member of the Council for Cooperation between the Government of Montenegro and Non-Governmental Organizations and coordinator of cooperation in the Ministry of Sustainable Development and Tourism; Coordinator of the Ministry of Physical Planning and Environmental Protection/Ministry of Sustainable Development and Tourism and UNDP project - Strengthening of capacities in the Ministry and institutions for implementation of the policy, in the process of European integration, Progress monitoring - Harmonization of legislation with the EU law.

She had been representative and coordinator in the several projects of the Ministry of Sustainable Development and Tourism such as Regulatory Impact Assessment and Visits to municipalities Besides, she had been member of interdepartmental working group for harmonization of legislation with the Misdemeanor Law, as well as the coordinator of the implementation of electronic document management system in the Ministry.

During her work at the Ministry of Information Society and Telecommunications, she participated in the working group for drafting the Strategy of Information Society Development in Montenegro in two terms 2012-2016 and 2016-2020, and in the work on the Digital terrestrial TV project, as well as in the project of the National Internet Exchange Point. Also, she had been coordinator of working group in the drafting on the Law on Electronic Communications and currently in the drafting on the Law on Access and Deployment High Speed Electronic Communication Networks. It is important to mention her work with the ITU on Digital Innovation Profile of Montenegro within the Ministry of Economy.
