Yushi Torigoe is the Chief of ITU’s Strategic Planning and Membership Department (SPM) since June 2019. Before taking this position, he led the overall coordination and promotion of activities of the Telecommunication Development Sector (ITU-D), including the organization of World Telecommunication Development Conference, Telecommunication Development Advisory Group and other meetings, as the Deputy to the Director and Chief of Administration and Operations Coordination Department, Telecommunication Development Bureau (BDT) since February 2014. He also led BDT’s finance, administration and human resource services. Mr Torigoe contributed as the co-chair of the steering committee of the joint ITU/WHO Be He@lthy Be Mobile initiative.

Before joining ITU, Mr Torigoe held various senior positions in the Ministry of Internal Affairs and Communications of Japan. He was the Director of the Certification Promotion Office, responsible for radio spectrum policy, mobile satellite communications and radio equipment certification, and the Director of the International Organizations Office, which dealt with all matters relating to ITU and other international organizations.

Mr Torigoe also served as acting Councillor for many ITU Council meetings and participated in a number of major ITU and other international conferences and meetings.

He was a Managing Director at the National Institute of Information and Communications Technology (NICT), the sole national agency promoting research and development in ICT, and a Director at the Association of Radio Industries and Businesses (ARIB), a standards development organization for radiocommunication. He also worked in the Office of the Secretary-General of ITU and in the Asia-Pacific Telecommunity (APT) secretariat.

Mr Torigoe holds a Master’s degree in Business Administration from Imperial College, London, and a Bachelor’s degree in Electrical and Electronic Engineering.
