Description

The Office of National Broadcasting and Telecommunications Commission, Thailand, intends to support a capacity building project together with the International Telecommunication Union (hereinafter, the “Project”), to enhance the skills of its staff and the staff of telecommunication/ICT stakeholders in various areas of telecommunication/ICT and broadcasting development. Based on the ITU Asia-Pacific Regional Initiative on Policy and Regulation and among other development programs, initiatives and activities, the ITU and the Office of NBTC would like to carry out this Project through organizing three training courses between March and December 2013 in Thailand. To implement this Project, the Office of National Broadcasting and Telecommunications Commission (NBTC) and the ITU have signed a Voluntary Contribution Agreement wherein a contribution of USD 80,300 will be made by the Office of the NBTC to ITU.

Achievements

To build human and institutional capacity in order to improve skills in the development and use of telecommunication/ICT networks and applications, and to foster digital inclusion for people with special needs, such as persons with disabilities, through awareness-raising, training activities, sharing information and know-how and the production and distribution of relevant publications.

a) A training workshop on “Mobile Security” under the framework of ITU ASP CoE and together with IMPACT in Thailand was held from 25-28 June 2013, which built skills of around 75 participants from Thailand. b) A training workshop on “Policy and Regulation in the Broadband Environment–An implementation perspective on key options” was held from 29 October-1 November 2013 in Bangkok, Thailand under the project and within the framework of the ITU ASP CoE in cooperation with Pakistan Telecommunication Authority (PTA). c) The ITU ASP CoE Expert Level Training On Licensing and access price regulation of submarine cable landings was held from 2nd – 4th December 2013 in Bangkok, Thailand together with PTA under the ITU ASP CoE framework. To assist the membership in creating and maintaining an enabling policy and regulatory environment, including the establishment and implementation of sustainable national policies, strategies and plans, through sharing best practices and collecting and disseminating statistical information on telecommunication/ICT developments; 
Strengthened capacity of members and shared resources through ITU Academy website

To foster international cooperation, among ITU-D members and other stakeholders, on telecommunication/ICT development issues, by providing the pre-eminent forum for discussion, information sharing and consensus building on telecommunication/ICT technical and policy issues;   
Engaged multiple partners including IMPACT, NBTC, PTA; Invited multiple stakeholder views and held discussions on key policy and regulatory issues.

To disseminate information, knowledge, products and outputs produced by this project to the widest audience in the region.

To contribute towards meeting the broad objectives of the Government of Thailand as well as the expected outcomes of the ITU Asia-Pacific Regional Initiatives.  The training built capacity of multiple stakeholders in Thailand (government, regulator, industry, academia, others) as well as other Asia-Pacific countries.
