Description

The World Telecommunication Development Conference 2017 stipulated five priority areas of work for ITU in the Asia-Pacific region under the Asia-Pacific Regional Initiatives (ASP RI). ASP RI 2 titled “Harnessing ICTs to support the digital economy and an inclusive digital society” aims to assist Member States in utilizing ICTs to reap the benefits of the digital economy and in addressing the human and technical capacity challenges for bridging the digital divide. 

This project contributed to the delivery of the expected results set out under the initiative, including the deployment of ICT/mobile applications to improve the delivery of value-added services in sectors such as health, education, agriculture, governance, energy, financial services and e-commerce and the development of cross-sectoral national digital skills programmes for inclusiveness. 

A memorandum of understanding signed between DoCA (now DITRDCA) and ITU on 15 January 2018 governed the funding arrangements and the activities 

implemented under this project. Project activities commenced in 2018 and were completed in 2021.

In terms of results, the project assisted ITU Member States in the region in utilizing ICTs to reap the benefits of ICT applications for the digital economy and in addressing the human and technical capacity challenges for bridging the digital divide, enhanced and strengthened partnerships with other organizations in the region and disseminated information, knowledge, products and outputs produced by this project to the widest audience in the region

Achievements
The project achieved the following results:

a) Four countries assisted in the project, in the development of the following deliverables
- Development of digital government framework supported (Papua New Guinea); 
- E -agriculture strategy development supported (Mongolia); 
- Digital agriculture assessment conducted (Bangladesh); 
- Digital government data center assessment and service level agreement developed (Tonga).

b) Development of two ICT applications: 
- Bhutan Prime Minister’s Office digital dashboard; and
- Pigs traceability application in Papua New Guinea

c) Training of experts and government officials through the organization of the following events
- E-agriculture Solutions Forum, China;
- Two workshops on digital government in Papua New Guinea; 
- Two workshops on E agriculture strategy in Mongolia; 
- ITU-PITA Workshop on “Digital skills development in the Pacific”, 21-23 November 2018, Nadi, Fiji; and
- Training on Strengthening Capacity on Livestock Traceability using the Blockchain Technology in Papua New Guinea

d) Two events organized:
- FAO-ITU E-agriculture Solutions Forum 2018; 
- ITU-PITA Workshop on “Digital skills development in the Pacific”

e) Three case studies developed:
- Bangladesh e-agriculture assessment;
- Tonga government data center assessment; 
- Mongolia e-agriculture strategy.
