Title Support for Capacity Building and ICT Policies, Regulatory and Legislative Frameworks in the Pacific Island Countries (ICB4PAC II)
Description This Project - “Support for Capacity Building and ICT Policies, Regulatory and Legislative Frameworks in the Pacific Island Countries (ICB4PAC II)” - aims at building on the platform and dynamism created in the region by the ITU-EC “Capacity Building and ICT Policies, Regulatory and Legislative Frameworks in the Pacific Island Countries (ICB4PAC)” project implemented by the ITU from 2009 to 2013. This second phase will support further selected countries of the Pacific to develop and promote use of ICT in all topics agreed as the focus of ICB4PAC in 2009 and in particular, National ICT Policies, Universal Access Fund, Review of Licensing and Cyber Crime Legislation.
ICB4PAC II will continue to advance the role of ICT with the goal of building capacities in ICT policies, regulations and legislation frameworks using the smart sustainable development model in those beneficiary countries that had not completed them during ICB4PAC,  to serve national priorities for socio-economic development in line with the objectives of the 2014 World Telecommunication Development Conference (WTDC), the  World Summit on the Information Society (WSIS), the Millennium Development Goals (MDGs) and their successor Goals – the Sustainable Development Goals (SDGs) within the UN post-2015 Development Agenda.
In close collaboration with the regional organizations/institutions and respective countries, this project will (a) update existing model policies and regulations (prepared under ICB4PAC) and ascertain further work required by the beneficiary countries, (b) provide direct assistance to selected countries in the transposition, at national level, of regional guidelines as well as those prepared under the ICB4PAC project (for selected countries having not completed the process), (c) provide direct assistance to selected countries in drafting ICT Laws e.g. universal access, developing national ICT Strategies, finalizing cybercrime legislation, as well as Broadband policies and (d) provide related human and institutional capacity building related thereto.   
The proposed project will bring together governments, regulators, service providers, civil society, private sector, regional and international organizations/institutions involved in ICTs in the region.
