Title | Assistance for the Establishment of Sector Governance in Telecommunications in East Timor |
Description | Under this project, ITU will provide assistance to the Government of East Timor in establishing an operational structure of the "Autoridade Reguladora das Comunicações - ARCOM" (The Communications Regulatory Authority). Included in this initiative will be significant support to enable ARCOM to manage and regulate the sector in the country. Among the major outputs will be a Telecommunications Act together with outputs on Numbering, Universal Service, Carrier, Service Provider and Costing and Pricing (to name a few), a Radio Communications Act and a Broadcast Act. In these last two, ITU will also assist in the elaboration of a National Frequency Plan, National Radio Regulation, and a guide for Spectrum Monitoring. In addition, ITU will assist in the introduction of SMS4DC as the computerized system for spectrum management in the country. Assistance will also be provided for the design of a coverage map for MW, FM and TV Broadcasting. The Project will include an integrated capacity building process for up-grading the skills of ARCOM staff. The project will be executed in 2 Phases (2006-08 and 2008-09). The second Phase will be implemented upon successful completion of Phase 1 and subject to review, and confirmation of inputs from partners. |
