The aim of the survey is to gather input on the extent to which Member States have implemented the common elements of telephone number management in order to assist in developing general guidelines to facilitate Member States counter misappropriation of their telephone numbers.
WTDC-14 agreed Resolution 78 “Capacity building for countering misappropriation of Recommendation ITU-T E.164 telephone numbers” in response to the needs and demands emerging from Member States, particularly in the Pacific Islands, to address misappropriation of telephone numbers. Telephone numbers are the responsibility of Member States, and the manner by which Member States have implemented telephone numbers reflects their national needs and requirements. However, there are common elements that are required to assist in countering misappropriation of telephone numbers. These common elements include aspects of national management of telephone numbers, and sharing information about decisions associated with such management of telephone numbers.
ITU membership at the September 2015 meetings of ITU-D Study Group 1 and its Rapporteur Group for Question 6/1 dedicated to “Consumer information, protection and rights: Laws, regulation, economic bases, consumer networks” agreed to issue a circular to the membership requesting input on this issue. All inputs and contributions received through this survey will be compiled as part of the outputs of the Question 6/1 to better to protect consumers of telecommunication/ICT services as well as to report to WTDC-17 on the implementation of Resolution 78 with an aim to develop guidelines on best practice for telephone number management.
