Nanjing University of Posts and Telecommunications
With a glorious tradition, Nanjing University of Posts and Telecommunications has made remarkable contributions to the establishment and development of the People’s Republic of China. Its predecessor was Wartime Postal Administration Cadre Training Class of Shandong Anti-Japanese Base, which was established in 1942 and was one of the earliest schools of our Party and army for systematically training telecommunication talents. In 1958, it was converted into Nanjing Institute of Posts and Telecommunications upon the approval of the State Council. In April 2005, it was renamed as Nanjing University of Posts and Telecommunications. Having been directly under the Ministry of Posts and Telecommunications (now the Ministry of Industry and Information Technology) before, the institute was in February 2000 turned over to the co-administration by the Jiangsu Government and Ministry of Industry and Information Technology, with the Jiangsu Government assuming the main administration. In October 2013, NUPT incorporated Nanjing College for Population Program Management, according to the official documents issued by Ministry of Education and Jiangsu Provincial People’s Government. NUPT adheres to the school ethos of “diligence, practicality, progression and innovation”, and carries out the school motto of “morality, persistence, practicality and sincerity”. NUPT has so far developed into a university focusing on engineering, characterized by information technology, integrating such disciplines as science, engineering, economics, management, literature, education, art and law, and combining the educational programs leading to bachelor’s, master’s and doctor’s degrees. The university is located in Nanjing, a historical and cultural city, and owns four campuses: Xianlin campus, Sanpailou campus, Suojincun campus and Jiangning campus.
NUPT has 21 schools (departments), including: School of Telecommunication and Information Engineering, School of Electronic Science and Engineering, School of Optoelectronic Engineering, School of Computer Science and Technology/School of Software, School of Automation, School of Materials Science and Engineering, School of Internet of Things, School of Sciences, School of Geographical and Biological Information, School of Media and Arts, School of Management, School of Economics, School of Marxism, School of Humanities and Social Science, School of Foreign Languages, School of Educational Science and Technology, School of Bell, School of Overseas Education, Department of Physical Education, School of Extended Education/School of Applied Technology, and Engineering Training Center;more than 20 research institutes (centers), including: Institute of Signal Processing and Transmission, Institute of Information Materials and Nanotechnology, Institute of Internet of Things and Sensor Networks, Institute of Advanced Technology, Institute of Big Data, Institute of Development Strategies of Information Industry, Institute of Population Studies, Engineering Research Center of Broadband Wireless Telecommunication Technology of Ministry of Education; 2 provincial “2011 Program” collaborative innovation centers; and an independent college (Tongda College of NUPT).
NUPT now runs 3 mobile post-doctoral stations, 3 first-level discipline doctorate programs, 14 second-level discipline doctorate programs, 10 first-level discipline master’s degree programs, 34 second-level discipline master’s degree programs, 13 Profession-oriented master’s degree programs (fields), and 50 undergraduate programs. NUPT is home to 7 National Special Major Trial Programs, 1 Trial Program of National Comprehensive Degree Program Reform, 1 Majors passed the National Engineering Education Professional Certification, 18 Jiangsu-funded Special Programs or trial ones, 8 National Excellence Initiative Programs, 5 Jiangsu Excellence Initiative Programs, 9 Jiangsu Key Programs. The university now offers education to around a total of 30000 students.
NUPT has a total of 2300 faculty members including 564 supervisors to Ph. D and Master’s degree candidates. Among them, 53.14% have earned advanced/higher professional titles, and 90% possess Doctoral and Master’s degrees. Apart from individuals, NUPT has over the years fostered a number of prestigious teaching or research teams: 1 National Innovative Team in Key Research Areas; 1 team of “MoE Chang Jiang Scholars and Innovative Team Development Program”; 4 Jiangsu Innovative Teams; 1 Innovative Team of Social Sciences in Jiangsu Higher Education Institutes; 3 Science and Technology Innovation Teams of Qinglan Project of Jiangsu Province; 1 Excellent Teaching Team of Jiangsu Province. Quite a number of faculty members have been acted as directors, committee members and specialists in such academic institutions as the MoE Advisory Committee of Higher Education Institutes, International Telecommunications Union, China Institute of Communications, Chinese Institute of Electronics, China Computer Federation, Chinese Association of Automation and China Statistical Association.
NUPT is well equipped with teaching and research facilities. Presently, it has 1 State Key Lab Incubation Base jointly sponsored by Jiangsu Province and the MoE; 1 Key Lab jointly sponsored by Jiangsu Province and the MoE; 2 Engineering Research Centers of the MoE; 7 Jiangsu Key Labs; 4 Jiangsu Engineering Research Centers; 2 Jiangsu Higher Education Institute Key Research Bases of Philosophy and Social Sciences (including Incubation Programs); 2 Jiangsu Policy-making Consultancy Research Bases; 2 National Demonstration Center for Experiment Teaching; 2 National Virtual Simulation Experiment Teaching Center; 1 National Engineering Practice Education Centers; 1 National Off-Campus Practice Education Center; 1 National Science and Technology Entrepreneurial Practice Base for College Students; 1 Jiangsu Innovation Platform Enhancement Program; 11 Key Labs of the former Ministry of Information Industry; 14 Provincial Demonstration Centers for Experiment Teaching and Provincial Practice Education Centers; 56 Central Government Specially Funded Labs (including the ones co-sponsored by the Central and Jiangsu Governments). NUPT Library owns a collection of 2,000,000 paperback books, a good proportion of which concern such fields as information, telecommunications and electronics.
NUPT has made proud achievements in producing talents. The undergraduate education of the university has been rated first-class by MoE. Over the years, NUPT has been persistent in strengthening its education system in efforts to turn out graduates with solid basics, all-round qualities and competitive skills. In recent years, NUPT has raked in bounteous prizes of various calibers in this regard: 1 First Prize, 1 Second Prize of National Teaching Achievements; 17 Prizes of Jiangsu Teaching Achievements; 1 National Quality Course; 1 National Demonstration Bilingual Course; 1 National Quality Course as Shared Resources; 1 MoE-Intel Quality Course; 2 Jiangsu Higher Education Talent Cultivation Innovation Trial Base Course; 22 Jiangsu Quality Courses (including undergraduate Quality Bilingual Courses); 2 Jiangsu Outstanding Course Clusters; 2 National Quality Textbooks; 21 National “11th Five-year Plan” Textbooks; 8 National “12th Five-year Plan” Textbooks. Since the beginning of the “12th Five-year Plan”, the undergraduates of NUPT have brought home a total of 1328 prizes at the provincial or ministerial level and above: the “Sony Cup”, the top prize of the National Electronic Designing Competition for Undergraduates and Post-graduates; the 2010, 2011 2013 and 2014 championships of China Robot Competition and Robocup Open; Asian championship and the world’s Runner-up of NXP World Technologic Design Competition; First Prize of China Energy Conservation Competition for College Students; First Prize of MoE University Campus Culture Construction Awards; First Prize of MoE Extra Curricular Academic, Scientific and Technological Works; First Prize in China Undergraduate Mathematical Contest in Modeling. NUPT has throughout its 70-year history trained and delivered over 100,000 elite professionals in science, technology and management, earning itself a reputation of the “Cradle of China’s IT Talents”. The graduates are widely welcomed by employers by virtue of their solid foundation, high quality and good capability.
NUPT has been a strong contributor in scientific and technological innovation and social services, demonstrating particular competitiveness in such areas as “Modern Information Exchange and Communication Network”, “Mobile Telecommunications and Electromagnetic Compatibility”, “Information Theory and Communication Signal Processing”, “Organic Electronics and Information Display”, “Information Management and Information System”, “Image Processing and Digital Video Technology”, “Computer Communication and Information Network Security”, “Optical Communication and Optical Electronic Technology”, “Quantum Information Processing”, “Information Materials and Nanotechnology”, “Nonlinear Circuit”, “Intelligence Optimum Technology” and “Demography”. In the past three years, NUPT has undertaken a total of 2919 science and research projects at different levels, including National 973 Projects, National 863 Projects and National Natural Science Fund Projects; published a total of 9405 research papers, 4116 of which have been included by SCI, EI and ISTP; and won the Second Prize of National Natural Science Awards as well as the First Prize of Higher Education Institute Scientific Research Achievements (Social Sciences). NUPT uses its Science Park of Internet of Things as a platform to incubate innovations and startup enterprises with distinctive subject characteristics and competitiveness as well as independent intellectual property rights, fulfilling the duties of cultivating professionals, boosting scientific researches, and serving the society.
NUPT actively promotes international exchange and cooperation. In as early as 1990, NUPT became an APT (Asia-Pacific Telecommunity) Training Center in China. Over the past two decades, NUPT has trained 26 groups of personnel from 29 countries and regions. The university has established long-term interschool academic cooperation with 16 foreign universities and research institutes, running 34 student exchange programs. Around 1000 international experts and scholars have visited and given lectures at NUPT, and about 30 of them are now teaching on a full-time or part-time basis here. With approval by the MoE, NUPT is cooperating with foreign universities to offer four joint undergraduate programs: Telecommunications, Digital Media Technology, Computer Science and Technology with New York Institute of Technology, and Information Management and Information System with Middlesex University. NUPT also began recruiting overseas students into its post-graduate programs in 2013.
NUPT, with a down-to-earth attitude and pioneering spirit, has identified a unique strategy for development, one that focuses on specialization in the field of telecommunications while reaching out to more sectors in an increasingly informatized society. The Third Plenary Session of the 18th Central Committee of the CPC required “urging universities to develop features and strive for building first-class universities”. Now the university is taking opportunity to realize the five strategic ideas, namely “strong feature, high level, multiple disciplines, teaching research, and internationalization”, and carrying out the four strategies of “improve the university with quality, talent, features, and innovation”, with a view to becoming a high-level teaching-research university with distinct features in information science and technological field.

Professor Yang Zhen, male, Han nationality, is currently President of NUPT. He is supervisor of doctoral degree candidates,deputy of the Tenth and the Eleventh National People's Congress, Vice President of Chinese Peasants and Workers Democratic Party. President Yang was born in Wujin of Jiangsu Province in 1961. He graduated from Nanjing Institute of Posts and Telecommunications and got bachelor degree in 1983 and master degree in 1988 respectively. In 1999, he graduated as a Ph. D from Shanghai Jiaotong University. He made further study in Bremen University in the Federal Republic of Germany from 1992 to 1993, and University of Maryland in the United States in 2003. In April 2000, he became Vice Dean of Information and Engineering Department in Nanjing Institute of Posts and Telecommunications. In December 2001, he was appointed Vice President of Nanjing Institute of Posts and Telecommunications. In June 2006, he began to serve as President of Nanjing University of Posts and Telecommunications. At present, he serves as an Vice Chairman of China Institute of Communications and Director of the Academic Committee at China Institute of Communications. He is also Chairman of Jiangsu Provincial Institute of Communications, Executive Director of National Electronics Education Committee, Vice President of APCC Steering Committee, deputy director of Editorial Board of "Journal of China University of Posts and Telecommunications(in English)" and "Data Acquisition and Processing", member of the editorial board of "ZTE's Technology" and "Jiangsu Communication Technology", Chairman of "The Expert Committee of Teaching Materials for the Undergraduates Majoring in Electronic Information " in Xi'an University of Electronic Science and Technology, member of the Academic Degree Council of Jiangsu Province , expert of the Natural Science Foundation of Jiangsu Province, Chairman of the Steering Committee of “Education for Software Talents in Colleges and Universities of Jiangsu” and the director of Key Laboratory of "Speech and Intelligent Signal Processing" of MII (Ministry of Information Industry) . President Yang has been engaged in teaching and research of signal and information processing, as well as of the theory and technology of communications. He used to be in charge of National Supporting Plan, National "863" Project, Natural Science Foundation of China and 20 other provincial and ministerial research projects. He published more than 170 articles both at home and abroad on academic journals or conference papers. In 1996, he was awarded as "The Backbone of Excellent Young Teacher" of higher institutions in Jiangsu Province, “The Outstanding Educator” of Jiangsu Province in 2001, "Model Member of the Institute" by Chinese Institute of Electronics Education in 2006, “Outstanding Contribution Awards to the Young and Middle-aged Experts of Jiangsu Province” in 2008. In 1998 and 2001, he was selected into "333 Project" of Jiangsu Province and “New Century Academic Leader Candidates” of "Qinglan Project” of higher institutions in Jiangsu Province respectively. He won the top award of College Teaching of Jiangsu Province, the honor of “National Bilingual Model Class”, the first prize of “Outstanding Curriculum” of colleges and universities in Jiangsu Province, “Multimedia Courseware Award” by Ministry of Education, the award for the excellent academic paper by Teaching and Research Board of Chinese Higher Education, the honor of “Advanced Individual” by Chinese Communication Committee, the award for Outstanding Academic Paper of Natural Science in Nanjing.
