APNIC is one of five Regional Internet Registries (RIRs) charged with ensuring the fair distribution and responsible management of IP addresses and related resources. These resources are required for the stable and reliable operation of the global Internet. APNIC is an open, membership-based, not-for-profit organization. As part of this service, the APNIC Secretariat is responsible for maintaining the public APNIC Whois Database and managing reverse DNS zone delegations. APNIC also provides forums for bottom-up policy development through an open process of consultation and consensus.APNIC is also actively involved in the development of Internet infrastructure throughout the region. This includes providing training and education services, supporting technical activities such as root server deployments, and collaborating with other regional and international organizations. Country code top level domain RU exists from April 7, 1994 which is recorded in Internet Assigned Numbers Authority (IANA) ccTLD database. While Internet evolved in Russia rapidly, Internet community conducted a challenging work of establishing newly structured administrative authority responsible for RU naming assignment policy coordination. The Southern Africa telecentre Network (SATNET) Southern Africa Telecentre Network is a regional civil society organization whose objective is to facilitate increased access and usage of ICTs to improve the quality of life for people in southern African region. Koc.net Telecommunications Services Inc. was established in 1996 to develop a wide area network and Internet infrastructure for Koç group companies. Koç.net provides to its corporate customers a wide range of data services including access services, security services, hosting and ASP services, campus services, multimedia services, and VISP services, and it has begun providing phone services after obtaining Type A License for Long Distance Telephone Services from the Telecommunications. In 2011, Vodafone Turkey purchased 99.99 percent of the shares in Koc.net for nearly EUR 9.3 million. Through the acquisition, Vodafone Turkey is launching the Vodafone Net brand and aims to provide corporate clients with 32 percent savings on their telecommunications expenditures.
