Eng. James M. Kilaba is currently working with Tanzania Communications Regulatory Authority (TCRA) as Director General.

Eng. Kilaba has been working in the communications sector regulation for more than 24 years. Over this period he has been a pioneer and champion in many ICT development initiatives at national, regional and international levels.

He had also served the ITU as ITU-T Study Group 2 Vice Chairman for two Study periods 2008 – 2016 and was the motivator behind the establishment of the East Africa Communications Organization (EACO) Standardization.

Eng. Kilaba has a Master’s degree in Telecommunications and Information Systems and a Bachelor’s degree in Electronics & Communications Engineering. He also holds a Diploma in Development and Management of Small Businesses & Industries. Additionally, he has a postgraduate Diploma in Business Administration.

James Kilaba is a Senior Member of the Institution of Engineers in Tanzania. He has also been a Member of the Institute of Electrical and Electronics Engineers (IEEE) for about 20 years.
