Vincenzo Lobianco is in AGCOM, the Italian NRA, from year 2000. Currently he is the Chief Technology and Innovation Officer of AGCOM. In his role, he reports directly to the AGCOM Board, carrying out studies and investigations and providing advices on technical and regulatory issues related to electronic communication networks and infrastructures and radio spectrum. He is currently involved in the definition of the roadmap for the introduction of 5G, the process of re-farming of 700 MHz band, regulatory issues related to Internet of Things and smart metering.

Vincenzo Lobianco worked as Project Leader and Experts in several Twinning Projects carried out by AGCOM with the Regulators of the Mediterranean countries (Bosnia-Herzegovina, Egypt, Jordan, Tunisia, Morocco, etc.) on Telecommunication, Spectrum management and audiovisual issues.

Before holding the post of Chief Technology and Information Officer, Vincenzo Lobianco has been, from 2006 to 2014, Director of the Electronic Communication Network and Services Directorate of AGCOM charged, inter alia, for the definition of scarce resources (frequency and numbering) assignment plans and the regulation and enforcement of wholesale telecommunications markets. In this role he has managed the AGCOM activities for the transition from analogue to DTT in Italy.

Vincenzo Lobianco represented Italy in the Radio Spectrum Policy Group of EU and in several international frequency coordination meetings and events. Vincenzo Lobianco holds an MS in Electronic Engineering. Before joining AGCOM, he worked for the Ministry of Communication from 1985 to 1999 and for the European Commission (1995-1998). He also served as member of the ETSI Board from 1999 to 2002.
