In the United Arab Emirates, the Telecommunications
Regulatory Authority (TRA) has launched an upgraded
version of its online automated spectrum
management system. It is a state-of-the-art system
that enables applications for radio services to be
processed electronically and for authorizations to be
given online. TRA customers can now apply for frequency
authorizations, follow up and track the status
of their application, pay spectrum fees; as well as
renew, modify or cancel their licences — all online.
The system is in line with the UAE’s government
strategy to move towards e-government and TRA’s
desire to pursue excellence and keep abreast of the
latest technological innovations in the telecommunication
sector.
TRA’s Director General Mohammad Al Ghanim
describes the system as “innovative and effective”,
underlining that “it will enhance customer satisfaction
and reduce the time taken for processing frequency
spectrum authorizations”.
Tariq Al Awadhi, Executive Director of the
Spectrum and International Affairs Department says
“the new system will contribute greatly to improving
the processing and handling of frequency spectrum
authorizations in the United Arab Emirates. It will
also help to achieve higher levels of customer satisfaction
and transparency in line with e-government
strategies.”
In addition, the system is expected to enhance
efficiency and automate the internal authorization
processes in line with standard quality procedures.
As Mr Al Awadhi explains, “applicants for licences or
authorizations for radio services can register via TRA’s
website to obtain a username and password, allowing
them to fill the necessary application form and to
submit it online with all the required documents as
attachments”. The system was supplied by LS telcom
of Germany.

The spectrum management system installed by
TRA is one of the first fully online solutions in the
world. The system’s automated notification module
allows customers to be fully aware of the status of
their applications. Customers can also access their
online accounts at any time to download an electronic
copy of all their documents (for example, invoices
and licences). This online solution is fully integrated
with both advanced technical analysis and
radio monitoring systems. These allow TRA to perform
all the technical analysis and monitoring operations
required to complete the full spectrum management
cycle”.
