WORK PLAN
Objectives Y.1540: Continue to develop the "Plan to qualify and compare access measurement tools and models" described in TD540R1 (May 2018 meeting), and seek additional participation in the Laboratory evaluation (which we have agreed is an essential part of SG12 evaluation and approval).
Although it has taken many years to arrive at this point, we have several candidate methods to measure IP-network capacity available (RFC 8337, for example). At the same time, the Internet access link capacity for many users has expanded beyond the needs of any single application, and user communication patterns have changed alongside the deployment of CDNs. Thus, methods attempting to assess maximum capacity on a point-to-point path between an end-point and a server are no longer so relevant to today's user experience (as they were when the access link was the bottleneck).
