Laboratories

Testing laboratories and relevant international organizations may assist in testing, certification, accreditation, mutual peer-to-peer recognition and other.

ITU provides a database of worldwide Laboratories able to perform tests for parameters included in ITU Recommendations and/or relevant normative references. The database may also be useful to manufacturers wishing to find out where test labs with scope of interest may be located.

The ITU database on ICTs laboratories is populated according to information provided to the ITU by laboratories testing products for compliance with ITU Recommendations and/or their normative references according to any of the four testing Routes 1, 2, 3 or 4 of the ITU C&I Programme.

The database can be populated by laboratories filling in the Labs Registration on-line form to be submitted to the ITU

The ITU database is not certified to be either accurate or complete, but only reflects the information that has been communicated to the ITU secretariat. The ITU secretariat has not verified the veracity or accuracy of the information provided in the ITU database and in the additional links. For details about ITU Recommendations tested, accreditation, certification, and others, users are invited to contact directly the laboratories.

There are many test labs worldwide offering testing services in the telecommunications field. They test for product compliance to mandatory standards, and also for interoperability of products and systems. Such labs advertise their services, scopes and fees and compete for the global testing market which is substantial. De facto standards development forums and consortia also cooperate in testing activities in support of their memberships and will often offer these services to non members at a premium price.

ISO Standard 17025: 2005 “General requirements for the competence of testing and calibration laboratories” specifies “the requirements that testing and calibration laboratories have to meet if they wish to demonstrate that they operate a management system, are technically competent, and are able to generate technically valid results”. These requirements are applicable to 1st, 2nd and 3rd party laboratories.

Capacity building for testing and the possibility to establish regional and subregional test centres, especially in developing countries, are initiatives made with the assistance of the Development Sector of ITU and details can be found here
