Internet Domain Names: Information Session and Meeting of Signatories and Potential Signatories of the Generic Top Level Domain Memorandum of Understanding (gTLD-MoU)

   From April 29th-May 1, 1997, the ITU will host a 3 day meeting on issues concerning evolution and stability of the Internet's Domain Name System. The primary goal of the meeting is to increase awareness of the related issues for industry, service providers and operators, the intellectual property community, governmental or regional agencies and authorities, and other stakeholders in the Internet domain name system. The meeting will culminate with a ceremony when many of the world's organizations most influential in the growth and operation of the Internet, along with other stakeholders in the Internet Domain Name System, will sign a Generic Top Level Domain Memorandum of Understanding (gTLD-MoU), part of a plan developed by the IAHC, a group of Internet experts formed at the initiative of the Internet Society and the Internet Assigned Numbers Authority. The gTLD-MoU sets up a structure, and establishes policies, and procedures for responsible administration of the Internet domain name space. Outcome of the Meeting  

The International Ad Hoc Committee's (IAHC) recommendations call for the creation of additional top level names and a structure to allow competing companies to register Internet domain names. The plan balances requirements for competition among registrars, versus public oversight of registration activities. Registrars will compete directly, covering the same range of Top Level Domain names. A Council of Registrars (CORE) will run a neutral, shared database repository. All daily activities will be handled by the registrars themselves and by CORE. Public interest concerns will be covered by a Policy Oversight Committee, a small management team, assisted by a much larger Policy Advisory Body, to be comprised from signatories to the gTLD-MoU. This structure will ensure that daily operations can be conducted efficiently, but policy concerns and future evolution of the Internet Domain Name System will receive adequate and diverse public review and input.
     
Members of the IAHC will participate in the meeting offering an excellent opportunity to directly discuss the reasonings behind the committee's recommendations, the plans for implementation, and for participants to offer their views on future issues which must be addressed.
