Thailand’s National Telecommunications Commission (NTC) has approved a plan to award 3G UMTS licences in the 2GHz spectrum band in August this year, rather than next year as previously announced, reports Thai newspaper The Nation, quoting the regulator’s secretary-general Suranan Wongvithayakamjorn. The official also said that the three privately owned cellcos AIS, DTAC and True Move would still be allowed to go ahead with their previously announced plans to roll out 3G services in the meantime using existing frequency allocation in the 850MHz and 900MHz bands, although he added that they must comply with new 3G regulations once in place. The NTC plans to issue bandwidth of 45MHz in the 2100MHz band, but has not finalised crucial details including the number of desired 3G licensees. It has scheduled a public consultation next month to evaluate spectrum pricing models and the results of a study of draft 3G licensing terms and conditions, including the number of concessions to be made available and licensing methods.

In a new round of infringement proceedings for EU Telecoms Rules, the European Commission has decided to send a reasoned opinion (the second and final stage before the case is referred to the European Court of Justice) to Bulgaria and Romania. In both countries, the Single European Emergency number 112 is still not functioning properly. Meanwhile, two cases against Finland over the national regulator's powers have been closed, following national legislative amendments.

In order to reduce input cost of Telecom access Service Providers, thereby facilitating reduction in tariff further, and to enhance the teledensity including rural areas, the Department of Telecom has formulated the some guidelines on infrastructure sharing among the Service Providers and Infrastructure Providers.

Autoridades buscan prevenir y contrarrestar explotación sexual y pornografía de niños, niñas y adolescentes en el país.
La Comisión Nacional para la Sociedad de la Información y el Conocimiento (CNSIC) y el Instituto Dominicano de las Telecomunicaciones (Indotel), pusieron en marcha hoy los trabajos para establecer una estrategia nacional que garantice “un uso sano y ético del Internet en la República Dominicana”. La medida tiene como objetivo realizar acciones administrativas, técnicas y comunicacionales para prevenir y contrarrestar la explotación sexual y pornografía de niños, niñas y adolescentes en el país.

Con este programa, los consumidores tendrán más y mejores opciones para acceder a servicios fundamentales como la banda ancha. Las nuevas frecuencias anunciadas hoy, permitirán también que aquellos operadores de radiofrecuencias que han llegado a su límite de capacidad puedan continuar creciendo.

A robust plan for the three-way operational separation of Telecom New Zealand was approved on 30 March 2008 by Communications and Information Technology Minister David Cunliffe. "Separation Day" was 31 March 2008.

The robust, three-way operational separation of Telecom New Zealand is required by the Telecommunications Act 2001. Part 2A of the Telecommunications Act 2001 also sets out the statutory process for the Minister to finalise legally enforceable undertakings (as part of the "separation plan") with Telecom.

The IPO gives residents of East Africa a chance to own a small piece of the largest company in East Africa. President Mwai Kibaki, while launching the sale invited residents of the East African Community to share in the purchase, saying it would provide an ideal medium of distributing wealth.

This is the second time Kenya has invited East Africans to its capital market after the simultaneous budget readings last year.

In performing its general duties under Section 3 of the Communications Act (the Act), Ofcom is required to promote and facilitate the development and use of effective forms of self-regulation according to Section 6(2) of the Act. Shortly after Ofcom came into existence, a consultation was held seeking views on the criteria which Ofcom will use in promoting effective co- and self-regulation. This resulted in the publication of statement in 2004 establishing 13 different criteria to be applied by Ofcom in discharging its duties to promote and facilitate co- and self-regulation.

Since 2004, there has been a increasing body of knowledge in relation to the application of co- and self- outside of the communications sector and internationally. Ofcom therefore considers that it is timely to review its approach to discharging its duties in relation to promoting and facilitating appropriate forms of co- and self-regulation. This consultation document proposes that a new approach be adopted by Ofcom when making initial assessments of when it might be appropriate to facilitate self- or co-regulation. Ofcom believes that such an approach should be done in a straightforward, consistent and objective manner in order to further the interests of the citizen and consumer. Stakeholders are asked to respond to this consultation, answering the specific questions at Annex A and providing any additional comments that they may have. Ofcom welcomes suggestions for possible co- and self regulatory schemes within the UK communications sector.

According to the Economic Times, the Department of Telecom (DoT) has said that interested parties may bid for up to 10MHz of 3G spectrum, rejecting telecom regulator TRAI’s recommendation to award just 5MHz. The decision will effectively allow foreign players and new domestic companies to bid for a maximum of two 5MHz blocks, the minimum deemed necessary for a start up operation.

The Federal Communications Commission (FCC) modified the rules governing Broadband Personal Communications Services (PCS) and Advanced Wireless Services (AWS-1) to permit the use of a power spectral density model (PSD) when measuring and calculating emissions and power limits. Today’s action is consistent with the FCC’s April 2007 decision to allow a PSD model in the commercial services portions of the 700 MHz Band.

Today’s rule changes offer greater flexibility to PCS and AWS-1 operators, are more technologically neutral, and will better accommodate broadband technologies. The PSD model also has the potential to reduce network infrastructure costs, thus enabling providers to offer enhanced wireless broadband services, including to consumers living in rural America.

The Ministry of Communications and IT on March 18th,2008 released a Request for Expressions of Interest (REI) in the sale of 80% of the shares (the ‘Privatization’) of Afghan Telecom Corporation. The details are posted in the Latest Tenders section of the web site. Interested Parties have until the 4th of April to submit their expressions of interest. This ambitious project aims at strengthening this promising telecommunications operator through the involvement of the private sector, and represents one of the most ambitious privatization projects in Afghanistan to date.

Africa’s incumbent telco operators are sidling towards offering their customers triple play. This week Ghana Telecom announced the introduction of IP-TV and Mozambique’s cable operator has approached the Mozambique regulator for a voice licence. Coming from the other side of the convergence divide, Nigerian broadcaster AIT is going through an IPO which it says will see it deliver triple play.

Minister of Communications and Information Technology Dr. Tarek Kamel and that of Local Development General Abdel-Salam Mohamed Mahgoub witnessed today the signing of a cooperation agreement between National Telecommunications Regulatory Authority (NTRA) and Local Development Ministry on the second landline network operations.

The agreement aims to set and unify the procedures of carrying out the operations required for establishing the second landline network infrastructure across Egypt.

Deutsche Telekom announces that it has entered into a purchase agreement with Marfin Investment Group (MIG) by which Deutsche Telekom will acquire all shares held by MIG in the Greek telecommunications company Hellenic Telecom (OTE), representing just under 20% of the ordinary share capital of OTE for €26 per share or approx. €2.5bn in total.The execution of this agreement is conditional upon Deutsche Telekom Supervisory Board approval as well as Deutsche Telekom entering into a shareholder agreement with the Greek government and attaining approval from the Inter-Ministerial Committee (IMC) for Deutsche Telekom to increase its stake in implementation of its strategic objectives. Deutsche Telekom expects to initiate discussions with the Greek government with the aim to reach agreement in the very near future.

Ofcom  confirmed details of plans to auction radio spectrum suitable for a range of services, including mobile television and satellite radio.
Ofcom also announced that the provisional deadline for applications is 10 April 2008, with the online auction likely to start at the end of April.
A number of possible uses of the 1452 - 1492 MHz band, the so-called “L-Band”, have been identified including:

  • mobile multimedia services including mobile TV which could be deployed using a variety of technologies;
  • satellite digital radio; and
  • broadband wireless access or high-speed internet on the move.

The 8th Global Symposium for Regulators took place from 11 to 13 March 2008 in Pattaya, Thailand. This major ITU event focused on best practices in regulatory measures to foster and encourage sharing of infrastructure resources as a means of stimulating investment and growth in the ICT sector.

Ten discussion papers were developed for this year's GSR:
