Convened every three to four years, world radiocommunication conferences play a vital role in updating frequency allocations and establishing the global technical, operational and regulatory guidelines for the use of frequency spectrum and satellite orbits. WRC-03 took a number of landmark decisions to deal with the increasing pressure placed on the radio-frequency spectrum a limited natural resource belonging to all of humanity.
