Marking further progress towards the rebuilding of Bosnia and Herzegovina's telecommunications infrastructure, ITU in close cooperation with the Office of the High Representative (OHR) in Sarajevo convened a round table meeting in Bern from 29 to 30 April 1999. This meeting agreed on technical principles for a new numbering plan.
Representatives of the Council of Ministers of Bosnia and Herzegovina, the Federation of Bosnia and Herzegovina and the Srpska Republic, in the presence of representatives of the ITU, OHR and the European Bank for Reconstruction and Development (EBRD), took the territorial and administrative structures of the country as the basis for the numbering plan.
The major benefits of the plan for telephone users are: easier interconnection between the two entities (the Federation of Bosnia and Herzegovina and the Srpska Republic); the use of one number for the same service throughout the entire country (mobile phone networks, police, ambulance, information, etc.); and the use of one country code "387" to reach all regions and districts in the country.
From December 2001 at the latest, the national and GSM access codes will be in force, providing a consistent numbering system for the major regions and cities of Bosnia and Herzegovina
The meeting agreed that the optimum numbering plan would be a closed plan that could not be implemented immediately because of the extent of electro-mechanical switches that are still in place. The numbering plan was designed in such a way as to assure a smooth conversion from an open plan to a closed plan in the future. A closed plan in simple terms treats the entire country as one large city with "districts", but still takes into account national tariff zones.
Nineteen national codes to follow the country code "387" were agreed as well as one national access code for GSM networks "66". From December 2001 at the latest, the national and GSM access codes will be in force, providing a consistent numbering system for the major regions and cities of Bosnia and Herzegovina.
Commenting on the agreement, Mohamed Harbi, special adviser to the ITU Secretary-General said: "As the UN

International Mobile Satellite Organization (Inmarsat) (London), which participates in the work of the Development, Radiocommunication and Standardization Sectors changed its category and name. It is now a recognized operating agency. The new denomination is: Inmarsat Ltd.
TouchTone Communication 2000 Ltd. (Vancouver, Canada), which participates in the work of the Development Sector changed its category and name. It becomes now a scientific or industrial organization. The new denomination is: TC2 International Ltd. (Seattle, WA).
