*** SUMMARY *** 1.1 Introduction The first World Telecommunication Development Conference (WTDC-94) took place in Buenos Aires, Argentina, from 21 to 29 March 1994. The Conference was attended by 957 participants, including delegations from 133 Member countries of the International Telecommunication Union (ITU), headed by ministers or senior officials, representatives of 31 organizations and agencies, ITU elected officials and staff members, as well as many private sector representatives. The purposes of the Conference were: * to review the progress made in telecommunication development in the last decade; * to set the goals and objectives and to define and establish a common vision and strategies for achieving balanced telecommunication development by and beyond the end of the century; and * to develop an action plan translating the goals and objectives agreed upon into a concrete work programme to be implemented over the next four years. 1.2 The inaugural ceremony The Conference was inaugurated by His Excellency Dr. Carlos Menem, President of the Argentine Republic. Dr. Pekka Tarjanne, Secretary- General of the ITU and Mr. Al Gore, Vice-President of the United States of America also addressed the Conference in the inaugural ceremony. 1.3 Election of Chairmen The following persons were elected Chairmen of the Conference: Chairman of the Conference : Dr. O. The following persons were elected Chairmen of these Committees and of the Working Group: Committee 1 : Composed of the Chairmen and Vice-Chairmen (Steering of the Conference and its Committees and chaired Committee) by the Conference Chairman. ZEITOUN (Canada) Mr. M.A. YUSOFF (Malaysia) 1.4 Study Groups As elaborated in Resolution No. 2, the WTDC decided to establish two study groups to enable the ITU and its members to study, at the global level, issues relating to the institutional, technical, commercial, regulatory and economic evolution of the sector. In the ITU Development Sector, study groups are fora in which BDT Members can work together to find solutions to problems identified in the form of 'Questions'. Thus, study groups are means of pooling resources and drawing upon the accumulated experience of Members for studies, development of guidelines, handbooks and tools, etc. for the benefit of developing countries. The study groups will also provide essential inputs to the 12 programmes of the Buenos Aires Action Plan. The Chairmen elected for the two Study Groups are shown below. Study Group1 Telecommunication development strategies and policies, including financing policies, having regard to the current institutional, structural and regulatory reforms taking place in the telecommunication sector. SALIM (Bangladesh) Study Group 2 Means to be implemented by developing countries, with the assistance of the BDT and the cooperation of the other two Sectors, for applying new technologies, having regard to the economic and commercial advantages they offer and considering also other related issues, such as: * network planning and harmonization; * management and organization; and * management and development of human resources (also considered in Study Group 1).
