ITU & WSIS - Building an enabling environment

ITU acts as a facilitator in the coordination of Internet related public policy issues. Besides its long standing experience in the development of internet related technical standards and spectrum management, the growing participation of regulators in the work of the Union makes it a unique platform of collaboration and dialogue on ICTs related regulatory issues.

ITU’s activities address the following objectives :

  • To ensure equitable, effective and economical use of the radio frequency spectrum and satellite orbits

  • To ensure an efficient and on-time production of high quality standards concerning ICTs

  • To support regulatory bodies to meet effectively their national ICT development goals and face new challenges.

  • To foster an open dialogue amongst regulators and with key stakeholders including the private sector, investors and consumers

 

Building consensus

By organizing forums for regulators, ITU provides a platform for dialogue, exchange of best practices between regulators and key stakeholders in order to adopt harmonized legal instruments.

  • The Global Symposium for Regulators (GSR) : an annual meeting of national regulatory authorities around the world

  • The Global Regulators Exchange (G-Rex) : an ongoing virtual platform for facilitating the exchange of best regulatory practices

  • The regional regulatory forums : an opportunity to discuss common regional issues

ITU hosts also on-going study groups to develop spectrum regulation initiatives to better harmonize frequency allocations and the use of satellite orbits and study group on ICTs standards.

Publishing studies and guidelines for decision makers and regulators
ITU provides reference tools for its members and for the public.
  • Regulatory profiles (country and regional)

  • Best practices guidelines for the promotion of low cost broadband and Internet connectivity

  • Documents and reports on : Interconnection, Internet and convergence, licensing, mobile connectivity, dispute resolution, numbering, pricing and cost, universal services, spectrum management, unbundling, spam, regional telecommunication policies, satellite regulation.

  • An annual publication on “Trends in Telecommunication Reforms” that addresses policy and regulatory issues that governments face in developing their ICT environment. For more information

Providing technical assistance
  • Building capacities through :

    • The organization of high level workshops on policy and regulatory issues, including the development of model legislations, universal access/service policies and strategies, frequency management

    • Online training on alternative dispute resolution and regulation

  • Supporting regional dynamics through the creation of regional regulatory associations

  • Assisting new regulators in particulars in post crisis countries

  • Conducting studies on national/regional assessment of the telecommunication market.

Participating in discussions on Internet Governance

ITU’s resolutions concerning Internet Governance related issues cover both technical and policy-related aspects.

ITU has on-going co-operations with intergovernmental organizations, Internet standard bodies, NGOs, RIRs, ccTLDs, and ICANN.

Based on its work, ITU provides inputs to the current discussion on Internet Governance.

  • ITU provides a platform for international policy discussions on :
    - Security issues
    - Administration of Internet names and IP addresses
    - Internationalized domain names
    - Internet interconnection
    - Dispute resolution procedures

  • ITU ‘s current work on Next Generation Networks includes ongoing standardization, and recommendations on IPV6 Implementation

  • ITU supports the administration of root server system by the organization of awareness raising seminar on “AnyCast Technology”
